CBD Internet is amended to clarify the following questions: QUESTION:
Can any molded composite be used to meet the threat or does it have to
be the "fiberglass/spectra hybrid"? Can any material(s) be used to meet
the level of ballistic protection, weight requirements and attachment
requirements? RESPONSE: No, the solicitation is clear on the type of
composite material we require. QUESTION: Section E entitled FIREWALL
states that "firewall shall be armored with composite construction with
.125 high hard ballistic steel protection". Then on the same page it
states "2. FIREWALL: .1875" high hard ballistic steel". These two
statements contradict each other. Which material is to be used? Is it
up to the contractor to decide? It is highly unlikely that 5/16" high
hard ballistic stell will meet NIJ Level III by itself. RESPONSE: The
Firewall must be protected with high hard steel which is capable of
defeating the ammunition listed in the specifications. QUESTION:
Section F entitled TRANSPARENT ARMOR states "All transparent armor
shall defeat the following M-80, M855, M193 and AK-47 rounds..." While
the first three are specific types of ammunition, the AK-47 is a
weapon which is capable of firing a wide variety of different types of
bullets (i.e. lead core FMJ, steel core M1943 PS Ball, BZ M1943
Armoring Piercing Incendiary, etc.) Which AK-47 ammunition will the
armor be required to defeat? What is the required impact velocity for
each type of ammunition (i.e muzzle)? RESPONSE: The ballistic
resistance requirements must meet the NIJ Level III (non-armor
piercing) as outlined in the NIJ Standard 0108.01. The AK-47 round we
wish to defeat is 7.62x39mm. QUESTION: Section C entitled INTERIOR
ARMOR: states "The partition shall be fabricated of Transparent Armor
to allow a complete view of the rear compartment." However, it is later
stated "7. REAR PARTITION: ...Flat Fiberglass/Spectra Hybrid". Is the
rear partition to be partially armored with the opaque composite?
RESPONSE: The rear partition needs to be constructed of a combination
of composite materials and transparent armor. The transparent armor
portion of the partition must allow the rear compartment to be viewed
from the front compartment. The BID CLOSING DATE is extended to
SEPTEMBER 19, 1997 at 2:00pm, PDT. Questions submitted after 2:00pm
PDT, SEPTEMBER 16, 1997, will not be entertained. All responsible
sources may submit a bid which will be considered by the Agency. All
other terms and conditions of this solicitation remain unchanged.
