a combined synopsis/solicitation for commercial item prepared in
accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are not being requested
and a written solicitation will not be issued. This solicitation is
issued as a Request for Proposal as USZA94-97-R-0005. This solicitation
document and incorporated provisions and clauses are those in effect
through federal Acquisition Circular 90-46. The Standard Industrial
Classification (SIC) code 3999 and the business size standard is 500
employees. This acquisition is being conducted in accordance with FAR
12 and in conjunction with FAR 13, Simplified Acquisition Procedures.
Since this commercial item acquisition is being conducted in
conjunction with FAR 13, Simplified Acquisition Procedures, the
requirement is 100% set aside for small business concerns. The
requirement consists of line item number (CLIN) 0001 which is for 1
(each) mobile shooting range facility, consisting of an easily
transportable, road trailer which can accommodate a minimum of four
firings lanes. The objective is to be able to accurately discharge hand
guns, shotguns and rifles with absolute safety paramount; facility must
support the safe elimination of both gases and particulate matter, for
hand guns, rifles and shotguns. The ability to be able to secure
weapons, as well as clean and adjust them and perform armor level
maintenance tasks are desired. The mobile shooting trailer shall be
delivered FOB Destination to Supply Officer, Seal delivery Team One,
Ford Island, building 130, Pearl Harbor, Hawaii 96860 by 15 April 1998,
FAR 12.603(c)(2)(vii) acceptance location and FAR 11.401 (a) time of
delivery. The mobile shooting range shall be inspected and accepted at
Ford Island, Pearl Harbor, Hawaii 96860. Offerors must provide
standard commercial literature of the mobile shooting trailer with
their offer showingthat the proposed product meets all specifications
contained in this combined synopsis/solicitation, The provision at FAR
52.212, Instruction to Offerors -- Commercial Items, applies to this
acquisition and no addenda applies. A single award shall be made to the
technically acceptable, low cost, responsible offer. Only technically
acceptable offers from responsible sources will be considered for
award. Offers shall include a complete copy of provision at FAR
52.212-3, Offeror Representation and Certifications -- Commercial
Items, with its offer. The clause at FAR 52.212-4, Contract Terms and
conditions -- Commercial Items, applies to this acquisition. The clause
at FAR 52.212.5, Contract Terms and Conditions required to Implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition to include FAR 52.222-26, Equal Opportunity, FAR 52.222-35,
Affirmative Action of Special Disabled and Vietnam Era Veterans, FAR
52.222-36, Affirmative Action for Handicapped Workers, FAR 52.222-37,
Employment Reports of Special Disabled Veterans of the Vietnam Era. The
following FAR clauses also apply to this acquisition and are included
as addendum: FAR 52.247-34, F.O.B. Destination. In addition to the
foregoing FAR provisions and clauses, the following DFARS provisions
and clause applies to this acquisition. Offers shall include a
completed copy of DFARS 252.225-7000, Buy American Act-Balance of
Payments Program Certificate, with its offer. DFARS 252.225-7001, Buy
American Act and Balance of Payments Program, applies to this
acquisition. Offerors shall provide a copy of any standard commercial
warranty that exists for their proposed commercial mobile shooting
range trailer. If there is a standard warranty associated with the
commercial mobile shooting range trailer, then the offeror must provide
the Government at least the same warranty terms offered to the general
public on customary commercial practices. Provide with solicitation:
