synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals/quotes are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) #70539,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular #90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) Far Subpart 13 including the
Test Program, on an unrestricted basis. The Standard Industrial
Classification Code is 3429 and the Business Size Standard is 500
employees. This will be a Firm-Fixed price contract. This is an "all or
none"solicitation. The FBI has a requirement consisting of the
following: (22,581) trigger locks. The salient characteristics are as
follows: combination lock, manually operated, trigger guard lock,
compact, and universal fit for handguns (pistols and revolvers) and
shoulder weapons -- Warranty Period one year after acceptance --
Delivery shall be FOB Destination to: FBI, at fifty-six (56) different
receiving locations, within the Continental United States and
Honolulu, HI and San Juan PR and delivery to DEA, at twenty-two (22)
different receiving locations, within the Continental United States and
San Jaun, PR -- Inspection and Acceptance will be done by each of the
eighty-one (81) receiving locations -- The following clauses and
provisions are incorporated by reference and apply to this acquisition:
FAR Provision 52.212-1 Instructions to Offerors -- Commercial Items
(Oct 1995), FAR Clause 52.212.4 Contract Terms and Conditions --
Commercial Items (May 1997), FAR Clause 52.212.5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (Aug 1996), and FAR Provision 52.212-2 Evaluation --
Commercial Items (Oct 1995). The following factors shall be used to
evaluate offers: Technical Specification and price in descending order
of importance. Technical acceptability will be determined solely on
the content and merit of the information submitted by the offeror in
response to this notice. Each offeror shall include a completed copy of
the FAR Provision at 52.212-3 Offeror Representations and
Certifications (Jan 1997) with its offeror. All responsible sources may
submit a quote which if timely received shall be considered by the
agency. All proposals shall be submitted to the address listed on line
number seven no later than 2:00 P.M. EST, 9/29/97. All proposals shall
be clearly marked with RFQ #70539. The Point of Contact for all
information regarding this acquisition is Mr. Robert J. McMahon,
Contracting Officer, at the address and phone number listed above. All
offerors are hereby notified that if your proposal is not received by
the date/time and at the location specified in the announcement, that
it will be considered late/nonresponsive. Proposals can also be faxed
to (202) 324-8031, proposals must state name, address, and
solicitation number. The award will be made to the responsive,
responsible offeror submitting the lowest priced technically acceptable
offer and meeting all terms and conditions set forth in this
