This is a combined Synopsis/Request for Quotation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Contractor to furnish an Automated Housing Key Tracking System for Military Family Housing. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This acquisition is 100% Set-Aside for Small Business Concerns. If inadequate response is received from small businesses, the solicitation will be issued as unrestricted without further notice. The SIC Code is 3429. SPECIFICATIONS: Storage capacity for keys to 2,100 units. Keys are stored in locked, secured devices. Keys may be returned to any location within these devices and are not required to be returned to an assigned location (this prevents mis-filing of keys and increases ease of use). Every key transaction is automatically logged for immediate and long term retrieval; logged information to include the key(s) removed/returned, date, time and employee/user. Prior to gaining access to the locked devices when removing keys, any relevant comments pertaining to that key(s) is displayed, e.g., "Warning: Only give keys to Sgt. Smith!! Do not give keys to any other family members!!" Track user defined reasons as to why keys are removed each time keys are removed. On-screen display and printed reporting for all key transactions, including keys currently out of the system, history by key id/unit id, history by employee/user. The PC and the reports are part of the system and not peripheral where data must be loaded from disk or transmitted to display or print reports. The ability to store key transactions for long term retrieval, the time length to be user defined. The devices to which keys are attached, e.g., rings, can be used multiple times. For example, if a unit is re-keyed with new locks, the old keys can be removed from the ring and the new keys attached without using a new ring.
