September 97 at 1300 and 30 September 97 starting at 0800,
Expeditionary Force Experiment (EFX) Days will be sponsored by the
Electronic Systems Center (ESC), Hanscom AFB, MA at Phillips Lab
Science Center. As part of the broad effort to exploit the Revolution
in Military Affairs (RMA), the Chief of Staff of the Air Force (CSAF)
is sponsoring a new annual warfighter experiment called Expeditionary
Force Experiment (EFX). EFX will combine live-fly and simulations to
demonstrate emerging Air Force capabilities to deploy and employ
decisive Air & Space power for the Joint Force Commander through a
Rapid Air Expeditionary Force (RAEF). EFX will evaluate new operational
concepts and technologies in a seamless warfighting environment to
demonstrate and showcase the Air Force's core competencies,
applications of decisive Air & Space power, agile combat support, and
innovative command and control (C2) capabilities. The first experiment,
EFX98, is scheduled for the summer of 1998 to explore how advanced
command and control capabilities enable modern air and space forces to
rapidly halt an invading force anywhere in the world -- even with
limited warning. HQ ACC is the lead agency for planning and executing
EFX98. The Air & Space C2 Agency (ASC2A) will act as the executive
agent, overseeing the spiral development of technologies and
operational concepts selected for insertion into EFX 98. SAF/AQ has
designated ESC as both the acquisition arm and the lead for the Systems
Architecture Integrated Product Team (IPT). The scenario for EFX 98
will highlight a rapid reaction by an innovative RAEF to include a rear
Air Operations Center (AOC), enroute Air Component Commander and
forward deployed AOC capabilities. The main objectives for EFX98 are as
follows: (a) merge RMA with Air Force core competencies using an
expeditionary mindset to demonstrate the halt phase in a realistic
wartime scenario, (b) provide a vehicle to rapidly introduce new
technologies and operational concepts to the field, (c) demonstrate the
capabilities of a RAEF, (d) provide insight into the Air Force's C2
roadmap, (e) evaluate current doctrinal procedures and recommend
change, if necessary, and (f) establish a means to examine innovative
technologies and operational concepts to further refine Air Force
application of Air & Space power. Innovations included in EFX 98 will
be separated into 3 categories: Category 1 -- current technology that
can be fully integrated and fielded, Category 2 -- developing
technology that can be functionally integrated but is not ready for
fielding, Category 3 -- emerging technology that can be demonstrated
and could be integrated for future EFX experiments. . The operational
architecture, detailed objectives, innovation evaluation processes, and
acquisition approaches will be presented at EFX day. Requirements for
EFX99 and beyond will also be discussed. Time will be allotted for
questions and answers. Additional information regarding EFX, including
an EFX Day agenda and conference attendeeinstructions, will be posted
on the Hanscom Electronic RFP Bulletin Board (HERBB) at
http://www.herbb.hanscom.af.mil under Local Opportunities. Interested
