a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 90-46. This solicitation is being
issued as a Request for Quotation (RFQ) #70434. This solicitation is
under the Simplified Acquisition Procedures (SAP). This acquisition is
unrestricted. The Standard Industrial Classification is 3669 and the
Business Size Standard is 750 employees. This will be a Firm-Fixed
price contract for one (1) EMCO model 5305 500mm GTEM test cell and one
(1) EMCO part number #105544, optional power distribution panel
installed on the GTEM, "Brand Name (EMCO) or Equal" that meets the
following salient characteristics: Physical Specifications: Outer Cell
with base dimension, (L) 3.0m (9.8 ft), (W) 1.6 m (5.2 ft) and (H) 1.7
m (5.6 ft); Approximately Cell Weight 250kg, 551 lb; Door Dimension,
Primary: (W) 460 mm (18.1 in) and (H) 385m (15.2 in), and Secondary:
N/A; Maximum Septum Height: 500 mm, 19.7in; Highest Accuracy Test
Volume, (D) 250 mm (9.8 in), (W) 250 mm (9.8 in), and (H) 167 mm (6.5
in), based on height of septum at rear of test volume; Maximum
Recommended EUT Test Volume, (D) 416 m (16.2 in), (W) 416 mm (16.2in)
and (H) 333 mm (13.0 in) based on setting depth = width at rear of test
volume (test volume tapers towards apex of cell); Distributed Load
Rating, 250 kg, 551 lb; Cell height without base, 1.2m (3.9 ft); Total
EUT and personnel load distributed at a maximum loading at 450 kg/m,
point loads less than 7 cm2 should not exceed 20 kg/cm2 and measurement

Algorithm. 9 kHz -- 5 Ghz and Characteristic Frequency, the frequency
at which cross-over between the two terminations (the resistor load
boards and the RF absorber) occurs; Power Distribution Box, main power
circuit breaker, main power on indicator light, unswitched receptacle,
EUT power Circuit Breaker, EUT power on indicator light, switched
receptacle, two receptacles mounted in floor of GTEM, 3.68m (121)
10AWG, 3 conductor power cord with input plug, safety interlock
indicator light and front panel receptacle type must match standard
filter receptacle type, for receptacle and plug types. The above listed
characteristics are intended to be descriptive, but not restrictive.
Unless clearly marked that the vendor is quoting on an "equal" the
offered item shall be considered as the brand name product referenced
in this announcement. If the vendor proposes to furnish an "equal"
product the brand name if any of the product to be furnished shall be
inserted on the proposal. The evaluation of quotations and the
determination as to equality of the product shall be the responsibility
of the Government and will be based on information furnished by the
vendor. The purchasing activity is not responsible for locating or
securing any information which is not identified in the quotation and
reasonably available to the purchasing activity. To insure that
sufficient information is available the vendor must furnish as a part
of his quotation all descriptive material (such as cuts, illustrations,
drawings, or other information) necessary for the purchasing activity
to determine whether the product meets the salient characteristics of
the requirement. If the vendor proposes to modify a product so as to
make it conform to the requirements of this announcement he shall
include a clear description of such proposed modifications and clearly
mark any descriptive material to show the proposed modifications --
Warranty Period two years after acceptance -- FOB-Destination --
Quantico, VA -- All bids shall be submitted to the address listed above
no later than 4:30p.m., DST, September 29, 1997, and be clearly marked
with RFQ #70434. The Point of Contact for all information is Ms.

listed above. Bidders are hereby notified that if your bid is not
received by the date/time and at the location specified in this
announcement, it will be considered late/non responsive. The following
clauses and provisions are incorporated by reference and apply to this
acquisition: FAR provision 52.212-1 Instructions to Offerors --
Commercial Items (October 1995); FAR clause 52.212-4 Contract Terms and
Conditions -- Commercial Items (May 1997); FAR clause 52.212.5 Contract
Terms and Conditions Required to Implement Statues or Executive Orders
-- Commercial Items (August 1996). Each offeror shall include a
completed copy of the FAR provision 52.212-3 Offeror Representations
and Certification Commercial Items (January 1997). All responsible
sources may submit a quotation which, if timely received shall be
considered by the agency. The Government will award to the responsible
offeror whose offer conforming to this solicitation will be most
advantageous to the Government, price and other factors considered.
Offerors will be evaluated in accordance with FAR provision 52.212-2
Evaluation -- Commercial Items (October 1995). The following factors
shall be used to evaluate offers. The ability to meet the technical
Capability and price in descending order of importance. Fax

address and solicitation number. A technically acceptable proposal must
clearly show that the offeror can meet the minimum requirement of the
