63 -- ALARM, SIGNAL, AND SECURITY DETECTION SYSTEM SOL RFQ 70547 DUE 092997 POC Robert J McMahon, Contract Specialist, (202) 324-2280 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70547, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular #90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) and is unrestricted, pending waiver from the Small Business Administration. The Standard Industrial Classification Code is 3663 and the Business Size Standard is 750 employees. This will be a Firm-Fixed price contract. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Systems Development, Inc., 1820 Michael Frarday Drive, Reston, VA 20190. The manufacturer is Racal Comsec of the United Kingdom. This is being solicited on a sole source basis for the following reason: the equipment requested must be compatible with the existing Racal Classic 2000 Sensor System. The equipment is 50% smaller than the existing equipment, fully automatic and frequency agility. The requirement consists of the following: four (4) Magnetic Sensors, Model TA 4314, (8) eight Seismic/PIR Sensors, Model TA 4312, two (2) Monitors, Model RA 4310, two (2) Relays (RF), Model RTA 4311, eight (8) PIRs, Model MA 4323, and one (1) Camera Control Unit, Model RA 2782 -- FOB destination pricing is requested: FBI Academy, Engineering Research Facility, Quantico, VA 20190. The following FAR clauses and provision are incorporated by reference and apply to this acquisition: FAR Provision 52.212-1 Instructions to Offers -- Commercial Items (Oct 1995), FAR Clause 52.212-4 Contract Terms and Conditions -- Commercial Items (May 1997) and FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Aug 1996).
