saa-contr@ars.usda.gov. (i) This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; prices are
being requested and a written solicitation will not be issued. (ii)
This solicitation number RFQ-030-4384-97 is issued as a request for
quotation. (iii) The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46. (iv) This procurement is unrestricted. The standard industrial
classification code is 3826. The small business size standard is 500
employees. (v) Contract Line Item Number 1 is Near Infrared Analyzer,
1 each. (vi) The Near Infrared Analyzer will be used for the
determination of Nitrogen, fiber fractions, NDFD, ADF, lignin,
cellulose, nonstructural carbohydrates and other chemical constituents
in forage samples. SPECIFICATIONS are as follows: Single beam optical
system completely sealed; ceramic reference standard; wavelength
working range of at least 1100 to 2500 nm with accuracy plus or 0.5 or
less; reproducibility plus or minus 0.015 SD or less; resolution 2 to
10 nm or less; stray light, not more than 0.1%; scan span less than or
equal to 1.8 scans per second; typical noise not to exceed 20
micronanometers absorbance; photometric range not greater than 3
absorbance in linear range and 5 absorbance in the working range;
photometric range not more than plus or minus 1%; both reflectance nad
transmission readings obtained via software. ELECTRONICS: standard
bidirectional RS-232C port for connecting external computer; 115v power
supply; controlled by an IBM PC or 100% IBM compatible computer (no
computer is to be provided under this acquisition). SOFTWARE (complete
ISI operation and calibration software): menu driven and assessed
using Window Screening to scan samples, predict samples, develop
equation, manage equation, client entry and general reports, center and
select software for calibration, match and manage sample software;
calibration software including selection of segment size math
pretreatments, selection of calibration method (MLR, PLS, MPLS,
principle componenet regression, cross validation and display,
identification and elimination of the 'H' and the outliers, monitor
calibration and graphics display and file convert. SUPPLIES to be
included as part of the analyzer: autosampler for NIR analyzer with 50
cup capacity (no NR-6535) with 70 cups supplied; additional plant
tissue cups for autosampler (100 each). (vii) Delivery shall be FOB
Destination, USDA ARS SAA, 1119 Williams Hall, North Carolina State
University, Raleigh NC, 27695 within days of contract award. Inside
delivery is required. Acceptance shall be made at destination. (viii)
The provision at 52.212-1, Instruction to Offerors -- Commercial,
applies to this acquisition. (ix) The contracting officer will make
award based on price and price-related factors. (x) Offerors shall
include a completed copy of the provision at FAR 52.213-2,
Offeror/Representations and Certifications -- Commercial Items, with
its proposal. (xi) FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. (xii) FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition. The
following FAR clauses cited in 52.212-5 are apllicable to this
acquisition: 52.203-6; 52.203-10; 52.222-26; 52.222-35; 52.222-36;
52.222-37; 52.225-3; 52.225-18; and 52.225-21. (xiii) The contractor
shall extend to the Government the full coverage of any standard
commercial warranty normally offered in a similar commercial sale,
provided such warranty is available at no additional cost to the
Government. Acceptance of the standard commercial warranty does not
waive the Government's rights under the Inspection clause nor does it
limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of the contract shall take precedence over the standard
commercial warranty. The contractor shall provide a copy of its
standard commercial warranty (if applicable) with its response. (xiv)
