combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be
issued. This solicitation is being issued as Request for Quotation
(RFQ) #70380, the provisions and clauses incorporated are those in
effect through Federal Acquisition Circular (FAC) 90-46. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business -- Small Purchase Set-Aside. The Standard
Industrial Classification (SIC) Code is 3572 and the Business Size
standard is 1000 employees. This will be a Firm-Fixed price contract.
This is a Brand Name or Equal request for one (1) DTR-8E Miniature
Wideband Cassette Recorder/Reproducer manufactured by Datatape
Incorporated. If you are offering a comparable item, it must meet or
exceed the following salient characteristics; unit must have a DC (10Hz
for AC coupling) to 8Mhz bandwidth with a time base error of + 10
nanoseconds with a high quality signal to noise ratio that will allow
performance required for instrumentation applications; the unit must
use commercially available ST-120 SVHS cassettes which will allow 40 to
80 minutes of record time; units must be rack mountable; in addition to
the 8MHz single wideband channel, units must have a minimum of two (2)
auxiliary linear phase longitudinal channels for time or event coded
data or voice annotations via the microphone input; units must provide
transient free reproductions of pre-recorded data with a high degree
of reliability and be able to record and reproduce different types of
data such as FM, PAM, PCM, and NRZ as well as normal analog signals.
The offered recorder/reproducer must include a transport assembly with
a scanner, recording and reproducing amplifiers, a 90-264 V AC 47-440
Hz power supply, remote control interfaces; stylesTTL / RS-232 / or
RS-422 / IEEE-488, a user manual, a blank SVHS T-120 tape, a power
cord, a quick check tape and a hard carrying case. The Contractors must
provide complete equipment specifications along with their bid
proposals. The following FAR clauses and provisions are incorporated by
reference and apply to this acquisition: FAR provision 52.212-1

52.212-4 Contract Terms and Conditions-Commercial Items (May 1997). FAR
clause 52.212-5 Contract terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. Each offeror shall
include a completed copy of the FAR provisions at 52-212-3, Offeror
Representation and Certifications (Jan 1997) with it's offer. All
responsible sources may submit a quotation which, if timely received
shall be considered by the agency. The Government will award to the
responsible offeror whose offer conforming to this solicitation will be
most advantageous to the Government, price and other factors
considered.Offerors will be evaluated in accordance with FAR provision
52.212-2 Evaluation-Commercial Items (Oct 1995). The following factors
shall be used to evaluate offers: quality of merchandise, bid proposal
and price in descending order of importance. All bids shall be
submitted to the address listed on line number seven no later than 1:00
