synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) Number
70232, the provisions and clauses incorporated are those in effect
through Federal Acquisition Circular (FAC) 90-46. This solicitation is
under the Simplified Acquisition Procedures (SAP) and is a Small
Business-Small Purchase Set-Aside. The Standard Industrial
Classification (SIC) Code is 3822 and the Business Size Standard is 500
employees. This will be a Firm-Fixed Price Contract. This is a "Brand
Name or Equal" RFQ for one each (1) Vaponics, Low Velocity Still, Model
Number VSS-30T1-C with one (1) Vaponics, Distilled Water Storage Tank,
Model Number VTT-50. The brand name Vaponics is being requested
because the new system must be compatible with the existing Vaponics
Low Velocity Still and Water Storage Tank. If you are quoting on an
"equal", the manufacturer's name and specifications must be submitted
with the quote. The equipment must meet or exceed the following salient
characteristics: Must be a single-effect water still designed to
produce a superior grade of distilled water. The still shall consist of
an evaporator section with electric heaters or steam coils to transfer
heat to the boiling water and a condenser section with cooling coils
to condense steam produced by the evaporator. The condenser shall be
equipped with a V-4 baffle system to remove entrained particles,
bacteria and pyrogens from the pure steam, have a high purity chamber
to expel volatile organic and inorganic gasses to optimize distillate
resistivity. All still components in contact with feedwater and
distilled water shall be constructed of either copper or brass heavily
coated with pure block tin except where otherwise noted. Minimum
feedwater requirements: Low Velocity-Feedwater to the still must have
a purity that meets the U.S. Public Health Standards for drinking
water. High Velocity-Feedwater must be pretreated with reverse osmosis
and/or ion exchange and meet the following criteria: Resistance:
>200,000 ohms-cm, Silica: <1 ppm and Sodium: <1 ppm.
Distillate Purity -- the still shall produce water which meets or
exceeds the current United States Pharmacopeia which constituent limits
are as follows: <0.01 ppm -- Total heavy metals, 0.002 ppm --
Copper, 0.002 ppm -- Lead, 0.002 ppm -- Zinc, 0.002 ppm -- Chromium,
0.002 ppm -- Iron, 0.002 ppm -- Arsenic, 0.002 ppm -- Nickel, 0.5 ppm
-- Oxygen, 0.5 ppm -- Carbon Dioxide, 0.125 Eu/ml -- Pyrogens, >1
megohm-cm -- Resistivity. Component Design: Evaporator -- shall comply
with all current CMP guidelines for heat exchanger design. Steam
powered evaporators shall operate with supply steam pressure between
30—60 psig. The heating elements shall be arranged to provide
good distribution of the boiling nuclei over the entire area of the
evaporator. Constant Feeder Device -- shall maintain appropriate water
level in the evaporator at all times. Separator -- must be able to
utilize centrifugal and coalescing actions to remove entrained water
droplets, which may contain bacteria and pyrogenic material, from the
steam produced by the evaporator. Condenser/High Purity Chamber -- must
comply with all current GMP's for heat exchanger design. It must also
effectively separate and expel trace organic and inorganic gasses
through an atmospheric vent. Distillate Cooler must be able to reduce
the temperature of the distilled water to a level suitable for general
use (approximately 110 degrees Fahrenheit). The exterior metal
surfaces shall be primed and coated with one coat of commercial grade
durable, corrosion-resistant polyurethane. The installation of the
equipment shall consist of the following: The contractor shall install
the low velocity still and water storage tank on a concrete slab that
will be provided by the FBI's Carpenter Shop. The contractor shall
make connection to existing steam lines, located at the site where the
low velocity still and storage tank will be located. The new equipment
will be installed on the 12th Floor of the FBI, J. Edgar Hoover
Building, located at 935 Pennsylvania Avenue, N.W., Washington, D.C.
20535. A walk-thru of the work site will be held on 9/22/97, at 10:00
a.m., eastern daylight time, the point of contact will be Deanna D.

as soon as the successful bidder has been cleared through FBI security
for access to the building. The following FAR clauses and provisions
are incorporated by reference and apply to this acquisition FAR Clause
52.212-4 Contract Terms and Conditions-Commercial Items (May 1997),
FAR Provision 52.237-1 Site-Visit (Oct 1995)and FAR Clause 52.212.5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items (AUG 1996). Each offeror shall
include a completed copy of the FAR Provision 52.212-3, Offeror
Representation and Certifications (Jan 1997) with its offer. All
responsible sources may submit a quotation which, if timely received
shall be considered by the agency. The government will award to the
responsible offeror whose offer conforming to this solicitation will be
the most advantageous with price and other factors considered. Offerors
will be evaluated in accordance with FAR Provision 52.212-2
Evaluation-Commercial Items (Oct 1995). The following factors shall be
used to evaluate offers: (1) Conformity to the specifications (2)
Price and (3) Warranty Period. All bids shall be submitted to the
