Heckman, Contract Specialist, (202) 324-2966 This a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-46. This solicitation is being issued as a Request For Quotation (RFQ) #70509. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside. Standard Industrial Classification is 3861, and the Business Size Standard is 500 employees. The requirement consists of One High Speed Motion Analysis System "Brand Name (Olympus Encore MAC-2000) or Equal" that meets the following salient characteristics: at least 2000 full frame digital images/frames per second recording rate, instant play back in slow-motion at various speeds (1-2000) frames per second, minimum 2 second memory capacity with optional memory upgrades, adjustable shutter speeds (preferable maximum 1/40,000 second), compact unit with built-in monitor, capable of immediately downloading recorded data onto vhs video format, 110 volts alternating current -- 60 cycles per second power, capable of being triggered manually -- acoustically or optically, monochrome cathode ray tube (CRT) -- improved memory over color models, capable of remote operation by use of a camera-to-processor cable (50 feet minimum), capability to interchange different camera lenses (c mount type) accordingly -- zoom and fixed power, capability of superimposing a measurement standard on the CRT or monitor for determining dimensions in the "x" and "y" axis, factory warranty (1 year minimum requested), supported by other related equipment such as auxiliary high intensity halogen lights -- light stand -- tripods -- adjustable mounting arms -- swivel heads -- carry cases—etc..., upgrade capability to digitally record data to a computer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
