This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 97X510010, is for the purchase and delivery of a one (1) year subscription to 15 Electronic Reference Library (ERL) CD-ROM databases and two (2) non-ERL CD-ROM databases through a wide-area networking system, on a sole source basis from SilverPlatter Information, 100 River Ridge Drive, Norwood, MA 02062. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 90-46. The Standard Industrial Classification code is 7379 with a small business size standard of $18.0M. The Contractor shall provide the ERL databases for access by three (3) Library sites, Parklawn Health Library, Rockville, MD (Parklawn); the Staff Research Library, Hyattsville, MD (Hyattsville); and the Information Resource Center, Rockville, MD (AHCPR/IRC), or as noted otherwise in the line item. All line items, with the exception of number 16, shall be delivered to the Parklawn Health Library, 5600 Fishers Lane, Room 13-12, Rockville, MD 20857. Line item number 16 shall be delivered to AHCPR Information Resources Center, 2101 East Jefferson Street, Suite 501, Rockville, MD 20852. Delivery is required 2 weeks from the date of issuance of a purchase order. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 1995), and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 1997), applies to this acquisition. Offeror shall submit a fully executed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (JAN 1997)with their offer. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
