B -- MEASURING THE PROGRESS & COSTS OF SOFTWARE DEVELOPMENT PROJECTS SOL DASW01-97-Q-0809 DUE 101597 POC Bill Hamilton; (703)-693-2140 The Defense Supply Service -- Washington (DSSW) on behalf of the Office of the Secretary of Defense/ Program Analysis & Evaluation (OSD/PA&E) intend to negotiate a contract, on a sole source basis, with Quantitative Software Management (QSM); 2000 Corporate Ridge, Suite 900, McLean, VA 22102. QSM will provide expert services to assist PA&E analysts with the evaluation of software cost estimates for Department of Defense (DOD) automated information systems (AISs). The contractor will assist PA&E in collecting data on software development projects and develop a database using QSM's proprietary methodology for measuring the progress of software development projects. Interested vendors are requested to submit documentation and pricing, that substantiates their ability to meet the requirement. No solicitation document exists, requests for such a document will be considered on-responsive. No telephonic requests will be honored, written responses only. If a solicitation is issued, a second synopsis will not be published. If no affirmative responses are received within 45 days of publication of this notice, an order will be placed with QSM.
