It is the Government's intent to acquire on a sole source basis from Q Creative, Springfield, VA., services related to the finalizing of the development and testing of a distance learning Internet application to be used in support of the Assistance Chief of Staff for Installation Management, "Fort Excellence" project. These services will lead to the collection, development and delivery of Virtual Reality (VR) objects in support of the project. Q Creative is the only known source which can provide the service in the time frame required due to their involvement in the Fort Excellence distance learning project. FOB Destination.
