swilliams@ahcpr.gov. The Agency for Health Care Policy and Research
(AHCPR) is soliciting proposals to conduct the AHCPR User Liaison
Program Dissemination support program. It is expected that multiple
awards (approximately 3) will be made under this requirement. At least
one award will be set aside for small businesses, contingent upon
submission of an acceptable technical and cost proposal and the
Government determines it to be in their best interests to make such an
award. The SIC Code for this requirement is 8741. This requirement
consists of providing timely and effective transmission of relevant
health services research findings and related descriptive and
programmatic information to a broad spectrum of selected public and
private users of health services research, e.g. state and local
officials, health care consumers, purchasers, practitioners and policy
makers, in order to allow them to manage more effectively the problems
and issues that confront them. Offerors must have a high-degree of
substantive knowledge of experience with and demonstrated application
of (1) current national and state health policy issues (2) ongoing and
completed health services research and its relative value (3)
providing technical assistance and instruction on complicated national
health policy issues to State legislators, Governors staff, senior
executive branch and local health officials and health care consumers,
purchasers, plans, practitioners and policy makers and (4) ability to
secure immediately leading U.S. experts and consultants required to
assist in the development and conduct of workshops, seminars and
conferences for the AHCPR User Liaison Program. The contract period of
performance is expected to be five (5) years. The estimated issuance
date of RFP No. AHCPR-98-0003 will be approximately fifteen (15) days
from the issuance date of this synopsis, with proposals due
approximately fifty (50) calendar days from date of Request for
