The AGILE Activity is designed to support economic policy liberalization and enhance competition in the Philippines. The AGILE will consolidate within one contract the policy reform activities under the Mission Strategic Objective (SO)#2, "Improved National Systems for Trade and Investment," now being implemented by several separate activities. AGILE is the main policy design and implementation vehicle for economic policy reform works. Its two broad objectives are contributions: to continuing policy liberalization in the Philippines, and to increasing the degree of competition in the Philippine economy. The three major tasks areas are: (1) policy analysis, formulation and advocacy in support of increased liberalization and competition, (2) administration of a Special Activities Fund (SAF), and (3) SO2 monitoring, assessing and reporting. The contractor is expected to work on policy issues and related requirements in areas that may include: competitive structure, agriculture, tariff and non-tariff barrier reduction, World Trade Organization (WTO) technical assistance, inter-island and overland transportation, private investment in public infrastructure, build-operate-transfer (BOT) arrangements, development planning and economic statistics development, financial market development,industrial relations, intellectual property rights, electronic data interchange, telecommunications development, microenterprise policy, fiscal policy, tax administration, property tax policy and practice, economic policy areas specific to other USAID/Philippines SOs. The contractor will work with various government and private sector partners who have an interest in specific policy areas or issues. A cost reimbursement completion contract will be awarded through 30 September 2001. The contract has two sections: one section is for management of the on-going Activity, and the other section is for annually warded task orders. USAID/Philippines has decided that task orders based on work plans prepared annually by the contractor in conjunction with USAID and the Government of the Philippines (GOP)is preferable since we are unable to specify the full range of the GOP's policy issues at this time. We have estimated approximately 860 person months of technical assistance for the contract.
