COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 17,1997 PSA#1932THE FOLLOWING IS A REQUEST FOR COMMENT (RFC) The Federal Bureau of
Prisons (FBOP) is conducting market research and exploring
initiatives/possible options for the most suitable approach in its
effort to comply with the National Capital Revitalization and
Self-Government Improvement Act of 1997. Specifically, the requirement
is to house 2000 D.C. sentenced felons in private correctional
facilities by December 31, 1999. This synopsis is for information and
planning purposes only and does NOT constitute a Request for Proposals.
The purpose of the Request for Comment (RFC) is to afford Industry an
opportunity to comment and discuss any perceived issues and to allow
the Government to receive benefit from these comments -- TO INCLUDE
interchange meetings with industry representatives to share
information, views, and opinions. Interchange meetings will be held on
an individual basis and conducted in Washington, DC. The FBOP has set
aside 2-hour time blocks during the period of October 14 -- 24, in the
FBOP Washington, DC offices. Should travel to Washington, DC be
undesirable, interested parties may elect to submit comments in
writing. Comments will not be critiqued and the RFC or interchange
meetings should NOT be used by sources to market individual services or
supplies. The Government does NOT intend to pay for the information
solicited and shall NOT recognize any costs being associated with this
initiative. Proprietary information is not being solicitated and
information considered proprietrary shall be identified as such. The
purpose for the RFC and/or interchange meetings is to determine
feasibility, identify potential problem areas, and receive
recommendations in order to enhance the success of possible
solicitations which may be issued. The FBOP believes Industry feedback
is important, and is receptive to all ideas which would result in
limiting potential technical and contractual problem areas. Industry is
hereby informed that any comments provided should be viewed as an
opportunity to improve any eventual solicitation packages. Comments
received from industry may or may not be used to complete a final
Performance-Based Statement of Work and associated solicitation
documents. The availability of any subsequent solicitation will be
synopsized prior to release. Eligibility to participate in any future
acquisition does not depend on a response to this notice. All
