Y -- DISPOSAL FACILITY SOL FSC614 DUE 110797 POC David Sablosky, (513) 648-5162 -- Fluor Daniel Fernald (FDF), RFP No. FSC 614 is scheduled to be released in November 1997 for the Southern Waste Units (SWU) Excavation/ On-Site Disposal Facility (OSDF) Phase II at the Department of Energy's Fernald Environmental Management Project (FEMP), Hamilton County, Ohio. The Southern Waste Units Excavation/ On-Site Disposal Facility Phase II contract will consist of a base year and two option years. The scope of work for the Southern Waste Units Excavation/ On-Site Disposal Facility Phase II shall include, but not be limited to: erosion and sediment control, dust control, excavation and transportation of approximately 340,000 cubic yards of impacted material and placement of that material into the OSDF, placement of approximately 115,000 CY of debris into the OSDF, construction of the composite liner system for two (2) disposal cells including horizontal wells, installation of High Density Polyethylene (HDPE) pipe and appurtenances for the leachate collection and detection systems, placement of approximately 80,000 bank cubic yards of impacted material (from stockpiles at the site) and construction of support facilities. The contractor shall provide personnel, supervision, facilities, equipment, material, supplies and services for performance of this contract. The successful contractor will be required to comply with the terms and conditions of the FEMP Site Project Labor Agreement for Union Construction Labor Forces. The contractor must perform at least 55% of the Contract Value of this project with its own forces. To be pre-qualified to submit a proposal for this work, a prospective contractor must provide a release letter to authorize release of performance data to FDF and a list of (minimum two, maximum nine -- two projects that satisfy all criteria or up to nine projects that each satisfy individual criterion) projects that meet the criteria listed below. The list shall include: (a) project name, brief description of actual work performed and year project completed; (b) the locationor work, name of owner's representative and telephone number for the project owner; the total dollar value of the project; (d) the contract value for work performed by the prospective contractor; (e) a listing of major equipment used by the prospective contractor for the projects. The following are the criteria: 1. The contractor must be able to demonstrate a successful record of safe construction performance by a current workers compensation experience modification rate (EMR) of less than or equivalent to 1.05 or the trend for the past three years is downward and none of the past three years has an EMR greater than 1.25. This criterion shall be met by the prime contractor(s) (EMR of the total corporation) and all other subcontractors performing work in the field as part of this contract. In order to assist FDF in pre-qualifying potential offerors, contractors shall complete the Safety History Form. Contractors shall also submit a Safety History Form for each particpating joint venture firm and/or teaming partner. FDF will review the information and determine a contractor's eligibility for pre-qualification 2. Experience in the excavation and transportation of contaminated soil and debris (radiological, RCRA and/or solid waste) for at least two (2) projects of 100,000 CY (minimum) of material each over a one year period or one (1) project of 200,000 CY (minimum) of material over a two year period. The project(s) must have been completed 1990 to present. The contractor must have self-performed 55% of the contract value of each project. 3. Experience with placement in a landfill or cell of soil, soil-like material and/or debris (debris must include structural/building debris) for at least two (2) projects of 100,000 CY (minimum) of material over a one year period or one (1) project of 200,000 CY (minimum) of material over a two year period. The project(s) must have been completed 1990 to present. The contractor must have self-performed 55% of the contract value of each project. Experience in the placement of radiologically contaminated debris is preferred. 4. At least two (2) projects with a minimum contract value of $5 million each or one (1) project with a minimum contract value of $10 million. The project(s) must have been completed 1990 to present. 5. Experience in processing, moisture conditioning and placement of clay liner for at least two (2) projects of 50,000 CY (minimum) each or at least one (1) project of 100,000 CY (minimum). For each of these projects, the Contractor must have self-performed 55% of the contract value of the project. 6. Experience in the installation of geosynthetic liner for at least two (2) projects of 10 acres (minimum) each or at least one (1) project of 20 acres (minimum). 7. One of the projects that satisfy the above criterion must have been for a Federal Agency (DOE, DOD, Corps of Engineers, etc.). 8. At least one (1) of the projects that satisfy criteria 2 through 4 must include the contractor's work force using level C personal protective equipment including full face air-purifying canister-equipped respirators. 9. For each project submitted, the contractor must be able to demonstrate successful performance based on quality, cost and schedule. FDF will evaluate the response from the project owner(s) and/or other contacts relative to the listed criteria in order to verify successful performance of the project. Firms interested in this work must meet all of the above defined criteria to be eligible to submit a proposal. The estimated total cost for the project, including option years, is $20 million to $30 million. Bid guarantee required.
