116 The original synopsis for this project was issued 11/06/96. The
work includes wholehouse repair and improvements to 112 housing units
contained in 35 2-story precast concrete buildings within Forrestal
Village, Great Lakes, Illinois. The work includes selective site
demolition and new adjacent ganged garages complete with assoicated
sitework and earthwork including but not limited to new bituminous
access driveways, concrete sidewalk modifications, and site utility
modifications. The work also includes abatement of certain asbestos
containing materials and lead-based paint, interior and exterior
dwelling unit selective demolition, landscaping and turf restoration,
addition of new structurally pitched roofs with asphalt shingles and
attic insulation, new rain drainage, aluminum fascia and aluminum
vented soffit systems, new exterior windows, new exterior and interior
doors, some new frames, new exterior wall finishes with insulation and
trim, attachment of existing storage sheds to dwelling units with wood
frame construction, addition of new wood entry vestibules, demolition
and addition of new attached storage at limited locations, new
concrete patios and stoops, new balconies, complete kitchen and bath
renovation, partial floor plan reconfigurations utilizing wood frame
construction with gypsum wallboard, new floor finishes, painting, new
window treatments, new mailboxes and house numbers, new gas-fired
forced air furnace systems with central air conditioning, new
electrical systems including but not limited to new exterior and
interior fixture, wiring switches, panels, circuit breakers, outlets
and conduit, new plumbing fixtures and piping, new water heaters. This
solicitation is unrestricted. Estimated construction cost is more than
$10,000,000. The performance period is 390 calendar days. The SIC Code
for this project is 1521 and the size standard is $17.0 million. NOTE
1: An evaluation preference will be given in accordance with DFAR's
Clause 252.219-7008, "NOTICE OF EVALUATION PREFERENCE FOR SMALL
DISADVANTAGED BUSINESS CONCERNS -- CONSTRUCTION ACQUISITIONS -- TEST
PROGRAM (APR 1996). NOTE 2: If a large firm is selected for this
project, it must comply with FAR 52.219-9 regarding the requirement for
a Subcontracting Plan. The Naval Facility Engineering Command's
Subcontracting goal is for 62.1% of the total subcontracted dollars to
go to small businesses, 11% to small disadvantaged businesses, and
