13 -- LEASE OF HIGH PRESSURE WATER JET EXPLOSIVE REMOVAL SYSTEM DUE 110397 POC Kim Christenberry, (812) 854-3326, Ronald E. Wise, Contracting Officer. Crane Army Ammunition Activity (CAAA) intends to negotiate on a sole source basis with Earth Conservancy, Ashley, PA for the following: Lease of (1 each) high pressure water jet explosive removal system. The system will need to operate remotely and washout projectiles to condition 3X. It will need to be located in bays four and five of building 146 with bay four being the load/unload area and bay five being the remote washout area. All explosive must be contained in bay five with exception to load/unload operations. All items containing explosive which are used for load/unload operations will need to have a method of being purged of the explosive at end of production shift. The system will also have a water recovery system which cleans the explosive out of the washout water, sends the explosive to bay 4 with a method to fill standard 55 gallon drums with the explosive, and returns the water to reuse in the washout process. The explosive must be less than 50% water content when loaded into drums. The method of loading the 55 gallon drums must be to open a valve or turn on a switch by one operator. The system will need to have a validation run using Crane Army Ammunition Activity personnel prior to production. The equipment must be able to washout to condition 3X, at minimum 300 rounds/10 hour day, for three days without any problems relating to the system provider's equipment or documentation. CAAA will provide the test rounds. This solicitation is 100% small business set-aside. All responsible small business sources may reply. SIC is 3559. Size standard is 500 employees.
