54 -- UTILITY TRANSPORT TRAILER SYSTEMS SOL N00421-97-R-1427 DUE 091897 POC Chris Hampel, Contract Specialist (301) 862-8894 or William Case, Contracting Officer (301) 862-8641 This is amendment#10 to the combined synopsis/solicitation number N00421-97-R-1427, posted September 12, 1997. The purpose of this amendment is to (1)answer questions received concerning the solicitation, (2) clarify a previous specification and (3) reiterate and clarify the basis for evaluation. Questions and Answers numbered 1-5 were published in Amendment#8 of this solicitation on September 8,1997. QUESTION#6:Can you specify a power input connector that would connect to the shore power; can you provide a part number for the 3-phase 60 amp wall mount inlet per MIL-C-22992? ANSWER#6: The Government only requires that the vendor provide the panel mount connection on the trailer/generator. The mating cable is not required to be provided under this solicitation; AC input part number is MS90558C32412P. QUESTION#7: Are the tires included in the maximum width? Or does the max width describe the trailer bed? ANSWER#7 Yes, the tires are included in the maximum width. The following CLARIFICATION#1 is provided: For this solicitation the standard EEI Model ECU 96269/2 is required; no additional features are required. The following is REITERATED from Amendment#9 August 26,1997 of this solicitation: Evaluation and source selection will be based on price competition among proposals that meet the Government's minimum requirements described in this solicitation and therefore the following factors will be used to evaluate offers: (1) fully meets requirements of the salient characteristics identified and (2) Low Cost. The offeror must provide a quote and sufficient technical documentation to substantiate their claim of compliance with the salient characteristics. Technical acceptability will be determined solely on the content and merit of the information provided in response to this solicitation. This amendment adds the following CLARIFICATION#2: the technical documentation must include (a) engine Lister-Petter Model LPWT4A9 (b) electric generator Marathon Model 282PSLI505 and (c) EEI ECU Model 96269/2. A technical proposal that offers other than the brand name and model identified will be considered technically unacceptable. Therefore, offers proposing "brand name/or equal" models will be considered technically unacceptable. All other conditions remain unchanged.
