This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is CS-I-97-018 and is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46, as incorporated in the FAR issued in June 1997. The standard industrial classification code for this acquisition is 3272, with a small business size standard of 500 employees. The contract line item numbers (CLIN), will be awarded under an indefinite delivery -- indefinite quantity contract with firm fixed prices. The "minimum", as contemplated by paragraph (b) of the FAR clause at 52.216-22, Indefinite Quantity is as shown in each CLIN. This RFP will result in the award of contract(s) for the provision and delivery of various quantities of 10 foot concrete jersey barriers, manufactured in compliance with American Society for Testing and Materials Standard Specification for Precast Concrete Barrier, hereafter referred to as Jersey Barrier. The contractor is to deliver and set the barriers in their intended place. Multiple contracts are envisioned for delivery to West and South Texas. Delivery is required within 30 to 60 days after award of the contract or delivery order, whichever is later. However, a contractor may propose a different delivery time without being prejudiced during award. A priority delivery consideration must be given to La Linda Bridge, which must be delivered first. It would be more efficient to also deliver the barriers to Presidio at the same time. The sequence of the remaining deliveries may be determined by the contractor providing that they notify the government of the sequence during the proposal period. FOB destination (delivery and set-up charges included in the unit price) to the various sites described in the CLINs. Acceptance will take place at FOB destination. The following FAR clauses and provisions apply: FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
