58 -- SECURE MOBILE RADIO SOL RFP-7131 POC Larry I. Garelick, Contract Specialist 202/324-8386 The FBI intends to release a solicitation package for a Secure Mobile Radio (SMR) contingent upon approved funding appropriations for Fiscal Year 1998. Proposed contract will be a Firm Fixed Price Indefinite Delivery Indefinite Quantity for one year with four option years. Contract will guarantee a minimum purchase of 500 radios. The SMR must be equipped with the National Security Agency (NSA) approved TYPE I cryptographic and a National Institute of Science and Technology (NIST) approved Data Encryption Standard (DES) capability. The SMR must meet all requirements as directed by the Federal Information Processing Standard (FIPS) 140-1 and Federal Standard 1023. Additionally, the radio must be easily forward migratable and fully compatible with the Project 25 narrowband specification. Radio shall meet, but is not limited to the following minimum requirements: Analog/Digital Voice (switchable), DES Algorithm (Cipher Feedback Mode) and capability to store 2 DES cryptographic keys at a minimum, Secure Voice/Data (Saville and Padstone Algorithm), Store Six TYPE I Crytographic Keys at a minimum, Fade-Bridging 380-500 ms, Panic Zeroization of All Keys, Key Retention when vehicle's battery is removed, Programmable Transmit Time Out Timer, Programmable and Continuous Tone Controled Squelch System (CTCSS) frequencies, Frequency Range of 138 -- 174MHz, capable of 100 channels, adjustible 100 watts transmit minimal, software adjustable parameters and settings, All software shall have a user friendly interface and SMR shall conform to all technical specifications as defined in FS 1023, EIA-603, FIPS 140-1 and FTR 1024A. Release date for solicitation is anticipated sometime during October, depending on approved FY 1998 appropriations. All interested parties must request RFP-7131 in writing.
