negotiate on a sole source basis with Philips Electronic Instrument
Company for an X-Ray Diffraction System. The XRD system is used to
analyze respirable metal/non-metal mine dust samples for MSHA's
respirable dust enforcement program, and will improve the overall
efficiency of the analysis of respirable mine dust samples as MSHA
consolidates its laboratories in Denver, Colorado and Bruceton,
Pennsylvania. MSHA currently is operating three XRD systems in the
Denver laboratory with technicians solely and extensively trained for
this equipment. Statutory authority for this acquisition is FAR
6.302-1, "only one responsible source will satisfy agency
requirements". This notice is not a request for proposals. However, any
firm desiring consideration is required to fully identify their
interest and demonstrate their capabilities, in writing, within 15 days
after the date of publication of this synopsis to William Och at the
above address. All responses must clearly identify offeror's ability to
provide the required equipment. The response must be sufficient to
permit agency analysis to establish a bonafide capability to meet the
requirements. It is requested that pricing data be included as part of
the response, including terms and conditions. Failure to submit
complete documentation will result in the Government proceeding as
stated above. No solicitation documents are available. Simple requests
for an RFP will not be considered an affirmative response to this
synopsis. The Government reserves the right not to compete this
requirement based on an evaluation of responses received as a result of
