This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included, in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This solicitation, N00014-97-R-SK15, is a request for proposal (RFP). The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Regulation (FAR) through Federal Acquisition Circular 90-45 and for Defense Federal Acquisition Regulation Supplement (DFARS) through Defense Acquisition Circular 91-11. The small business size standard for this acquisition is 1000 and the SIC code is 8731. This acquisition is unrestricted. The Naval Research Laboratory (NRL) has a requirement for CLIN 0001, Large Format Short-wave Infrared Camera, one (1) each. In support of the Hyperspectral Remote Sensing Technology (HRST) satellite being developed, a sensor testbed is being constructed which will demonstrate the feasibility and performance of critical components of the spacecraft hyperspectral sensors. The most important component of the testbed is the short wave infrared (SWIR) camera, which must simultaneously acquire imagery at a high frame rate (>15 frames/sec.), high sensitivity, and cover a large field of regard (>1000 spatial points), so that it may adequately simulate the performance of the satellite sensor payload. The Camera shall meet or exceed the specifications listed below. Focal Plane Array: Spectral Range -- 1.0 -- 2.5 microns (longer cutoff is acceptable); Format -- 1024 x 1024 pixels; Pixel Pitch -- 18.5 microns; Well Capacity -- >500,000 electrons; Read Noise -- <100 electrons; Dynamic Range >72 dB; Frame Rate >15 frames/second; Operating Temperature -- 77 -- 120 degrees Kelvin. Camera Electronics: Output -- 12-bit, RS-422 Differential; Controls -- Frame rate/Integration time; Cameral Analog Output -- BNC. Dewar: Cooler Lifetime -- >3000 Hours MTTF; Cold Stop -- f/2.5; Cold Filter -- 1.0 -- 2.5 micron passband. Delivery and acceptance is NRL, 4555 Overlook Ave., SW, Washington, DC, FOB Destination, 270 days after contract award. The FAR and DFARS provisions and clauses cited herein are incorporated by reference into this solicitaiton. Offerors are advised to propose in accordance with the provision at FAR 52.212-1, Instructions to Offerors-Commerical Items. The proposal must demonstrate an understanding of all requirements covered in the RFP's terms and conditions. General statements that the offeror can or will comply with the requirements, that standard procedures will be used, that well known tehcniques will be used, or paraphrases of the RFP's Statement of Work or Specification in whole or in part will not constitute compliance with these requirements concerning the content of the technical proposal. Offerors will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items. The specific evaluation criteria under paragraph (a) of FAR 52.212-2 is: (1) price (2) technical capability of the item offered to meet NRL's need (3) past performance. Technical and past performance when combined, are of equal importance compared to price. Offerors are advised to include with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items and DFARS 252.225-7000, Buy American Act-Balance of Payments Program Certificate. The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items. The additional clauses cited under FAR 52.212-5, that are applicable to this acquisition are FAR 52.203-6, FAR 52.203-10, FAR 52.219-8, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-3, FAR 52.225-18 and FAR 52.247-64. The clauses at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitons of Commercial Items, applies to this acquisition. The additional clauses cited under DFARS 252.212-7001, that are applicable to this acquisitions are: DFARS 252.225-7001, DFARS 252.225-7007, DFARS 252-225-7012 and DFARS 252.233-7000. Any contract awarded as a result of this solicitation will be a DO rated order certified for national use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700).
