For Information The Defense Supply Center Richmond (DSCR) is seeking
information from DoD contractors involved with the production,
processing or use of titanium relating to the aerospace industry. DSCR
is currently the lead Defense Logistics Agency (DLA) Inventory Control
Point (ICP) for airframe and airframe related components. The military
services ICPs are relinquishing management responsibility of
consumable items to all DLA ICPs. DSCR is experiencing excessive
material lead times for some aircraft components resulting from
increasing commercial and military demand for Titanium. As a result the
ability to support the military services and other civil agencies is
being adversely effected. DSCR is seeking information from interested
industry members regarding innovative ways to supply various forms
(sheets, castings, bar, etc.) and grades (6Al-4V or 6Al-6V-2Sn) of
Titanium to DLA/DSCR contractors manufacturing these aircraft
components. Industry's input is relevant in evaluating our current
business practices in conjunction with the development of rapid
logistical support of processed Titanium. Manufacturers and Titanium
suppliers would likely operate under a long term contract with DSCR for
these services. INDUSTRY REQUESTED RESPONSES: 1) What type of
contractual arrangements would facilitate rapid logistical support for
titanium to DSCR or its contractors; without the need for DSCR or its
contractors to maintain stockpiles of the various forms of material?
2) What are the forms and grades currently in demand by the aerospace
industry; as well as emerging titanium alloys? 3) What are the industry
barriers associated with rapid processing of titanium and titanium
alloys? 4) What aerospace industry databases (other than government
databases) are available that would identify titanium parts currently
in use on military weapons systems? 5) What is the aerospace industry's
current practice of reclaiming or recycling titanium as a precious
metal? DSCR does not have a requirement for acquisition at this time.
If a requirement results from this DSCR information gathered through
this advertisement, the procurement will be handled in accordance with
the procedures set forth in the Federal Acquisition Regulation.
