20350-2000, (703) 602-9849. The Office of Naval Research and the N875
Science & Technology Branch are interested in receiving white papers
for scientific research and exploratory development in the areas of new
technology, identifying and countering threats to the submarine force,
and any other area of interest that can improve overall submarine
force security/survivability. This area of interest includes the full
spectrum of issues that will help to quantify the potential threat as
well as improve submarine force survivability. Issues for which
proposals are sought includes: basic physics; sensor development;
signal and noise modeling; detection algorithms (signal processing);
performance assessments; countermeasure development (proof-of-concept);
at-sea exercises and demonstrations; littoral self defense concepts;
technology areas such as passive acoustics, active acoustics,
non-acoustics (magnetic, lasers, infra-red, wake phenomenology); and
submersibles (manned and unmanned). White papers are initially sought
to preclude unwarranted effort on the part of an offeror in preparing
a full proposal. Offerors submitting the most promising white papers
will be invited to submit a full technical and cost proposal on all or
part of their white paper submission. However, any such invitation
does not assure a subsequent award. It is anticipated several
contracts, grants, cooperative agreements, or other transactions will
be awarded during FY98. The white paper process does not preclude an
offeror from submitting full technical and cost proposals directly.
However, submission of white papers is strongly encouraged. Submittals
under this BAA are welcome for a one year period from the publication
date of this announcement. Total funding available for the duration of
this BAA is estimated to be $8 million. The Government reserves the
right to select for award all, some, or none ofthe white papers. White
papers (three copies) should include the following items: (A) Cover
page, clearly labeled "WHITE PAPER", including BAA title and date,
proposal title, plus administrative and technical points of contact
along with telephone and facsimile machine numbers; (B) One page
summary of the technical ideas for the proposed research; (C) One page
summary of the deliverables that may be associated with the proposed
research; (D) One page summary of the schedule and milestones for the
proposed research, including rough estimates of cost for each year of
the effort and total cost; (E) One page listing of key personnel along
with the approximate percentage of time to be expended by each person
during each contract year; (F) Two page concise summary of the
qualifications of key personnel; (G) Three page technical rationale and
approach, which contains arguments to substantiate claims made in item
(B) and is consistent with items (C) and (D); White papers will be
evaluated using the following criteria which are listed in descending
order of importance: (1) Overall scientific, technical and
socio-economic merit; (2) Potential contributions of the effort to the
Submarine Security Program; (3) The offeror's capabilities, related
experience, facilities, techniques and unique combinations of these
which are integral factors for achieving the objectives; (4) The
qualifications, capabilities, and experience of the proposed principle
investigator, team leader, of key personnel who are critical in
achieving the objectives; (5) budgetary cost and availability of funds.
Offerors must state in their white paper that it is submitted in
response to this BAA. This CBD notice constitutes a Broad Agency
Announcement (BAA) as contemplated in FAR 6.102 (d) (2). This
announcement will be open for a period of one year from the publication
date in the CBD. White papers may be submitted at any time during the
open period to Head, Submarine Security Program (N875C), Deputy Chief
of Naval Operations, 2000 Navy Pentagon, Washington, DC 20350-2000.
White papers and full proposal submissions will be protected from
unauthorized disclosure in accordance with FAR 15.413, applicable law,
and DoD/DoN regulations. The Standard Industrial Classification code
is 8731 with the small business size standard of 500 employees. Full
cost proposals that exceed $500,000 submitted by all but small
businesses, must be accompanied by a Small, Small Disadvantaged and
Women-Owned Small Business Subcontracting Plan in accordance with FAR
52.219-9. For awards made as contracts, evaluation of the
socio-economic merits will include the extent of commitment in
providing meaningful subcontracting opportunities for small businesses,
small disadvantaged businesses, woman-owned small business concerns,
and historically black colleges and universities and minority
institutions. Unsuccessful offerors of white papers will be
acknowledged. White papers will not be returned after evaluation. This
CBD notice itself constitutes the BAA as contemplated by FAR
6.102(d)(2). Unless otherwise stated herein, neither additional written
information is available, nor will a formal RFP or other solicitation
regarding this announcement be issued. Requests for the same will be
disregarded. No portion of this BAA has been set aside for HBCU and MI
