The Space and Naval Warfare Systems Command (SPAWAR) is planning to acquire undersea system hardware that will provide detection, localization, and identification of man-made explosive events below and above the ocean surface at long ranges across broad ocean areas. This undersea hardware is the hydroacoustic component of the International Monitoring System (IMS), which, in conjunction with other IMS components, is used to verify compliance with the Comprehensive Nuclear Test Ban Treaty (CTBT). The acquisition will encompass the design, assembly, integration, installation, and test of up to four systems at designated hydroacoustic monitoring sites. The source will utilize a functional specification, maximize use of COTS/NDI or modified COTS/NDI, and commercial industry standards and warranties. Presolicitation information is made available now for industry comment. Relevant comments will be used to update this draft documentation and may be shared among all interested parties. SPAWAR intends to use its homepage on tbe internet for drafting presolicitation information, receiving comments on presolicitation information from industry and for the issuance of any resultant request for proposals (RFP). Draft presolicitation information (statement of work and performance specification) will be available on the SPAWAR website, under file "imsdraft.zip", on 16 September 1997. A pre-solicitation conference (PSC) will be held to discuss industry comments and other questions. The PSC is currently planned to take place at TRW-Fairlakes, Reston, VA on Tuesday 07 October 1997.
