and Evaluation within the Office of the Secretary of Defense
(Acquisition & Technology) sees the opportunity for creation of a
standard engineering and weapon system engagement level modeling and
simulation software product for DoD. The benefit would be Joint Air
Force, Army, Navy and DoD agency use of a common modeling and
simulation infrastructure and participation in a Joint Service Program.
This commercial product would address initial DoD requirements outlined
in a Joint Initial Requirements Document (JIRD). Recognizing the major
improvements in both personal computer and workstation technology as
well as commercial modeling and simulation software products in both
the computer games and manufacturing sectors, OSD(A&T)(DTSE&E) is
seeking information on commercial industry software products which can
be targeted for engineering and weapon system engagement level
modeling and simulation systems. These commercial software products
could be used by model developers to build digital weapon system and
subsystem representations; assist engineers and flight test analysts in
setting up interactions and engagements among different digital system
representations; and be utilized by end-users in running the
simulation and analyzing the results. DoD envisions these commercial
modeling and simulation products as hardware platform independent and
compatible with a variety of commercially available software tools. The
tools will support developing models, configuring simulations,
executing the simulation and analyzing the results. The key goals
include user friendliness, platform independence, fast simulation time,
commercial tool compatibility, DoD's High Level Architecture
compatibility, and above all, a standard interface to which models can
be built fostering reusability and interoperability in a variety of
applications. DoD's point of contact for this Request for Information

presentation to interested parties within 60 days of this announcement,
and a presentation/demonstration of industry products 30 days

been appointed to address concerns from interested parties. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the presentation to interested parties or in the
