ENCOURAGE THE USE OF COMPUTER AND INFORMATION SCIENCE IN MEDICINE POC

of the National Library of Medicine (NLM) to negotiate on a sole source
basis with Marine Biological Laboratory (MBL), Woods Hole, MA under the
authority of 41 U.S.C. 253(C)(1) and FAR 6.302-1 for professional
services to train medical educators, medical librarians, medical
administrators, and young faculty in medical informatics -- the
applications of computer and information science in biomedicine. MBL's
efforts will consist of two phases. The first phase will be to conduct
annually for five years a 1-week course of intensive training at its
Woods Hole facilities for approximately 30 health professionals. The
second phase will support a medical informatics laboratory in MBL's
biomedical research facility to be used as a permanent base for
introducing faculty, biomedical scientists, and students in attendance
at the MBL to online medical information databases, computerized
molecular biology information resources, various access software, and
the networks over which they operate. Participants in the training and
those who use the medical informatics laboratory will be exposed to
hands-on instruction in accessing computerized databases, using
communication networks, building and using knowledge bases for expert
systems, and working with software for analyzing biological sequence
data. MBL's Woods Hole facilities attract scientists and students from
around the world to participate in conferences sponsored by
educational institutions, research laboratories, and government
agencies. By virtue of its expertise and sophisticated research
training facilities, NLM has determined that the MBL is uniquely
qualified to carry out these required services in support of NLM's
Congressionally mandated outreach efforts. NLM has determined that MBL
is the only source capable of providing the necessary services. This
notice of intent is not a Request for Proposals (RFP), nor is an RFP
