S -- LANDSCAPING FOR MEDAL HONOR MEMORIAL PLAZA SOL FA4416-97-Q0402 DUE 092397 POC Point of Contact: Jennifer A LaChance, all responses to this synopsis must be in writing ant faxed to 301-981-1910 This is a combined synopsis/Request for Quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. This acquisition is a 100% small business set-aside. If inadequate response is received from small businesses, the solicitation will be issued as unrestricted without further notice. This SIC code is 0783 size $3.5 million. Delivery shall be FOB Destination to Andrews AFB MD. Responses to this RFQ must be received by 23 Sept 97 at 2:00 p.m.. Delivery and Finance addresses will be provided upon award. Award is to be based on the following factors: (1) Offerors are required to document past performance with regard to the ability to provide landscaping service (2) Ability to deliver trees within a specified time frame and (3) Price. Past performance and deliver time frame considerably higher than price. SPECIFICATIONS/STATEMENT OF WORK: The contractor shall provide all plant, labor, equipment, transportation, tools, materials, personnel and supervision to perform all operations necessary to landscape the Medal of Honor Memorial Plaza. GENERAL INFORMATION: By removing (1) existing plants and grass from an area of approx 40,000 sq ft., and the contractor is responsible for disposal of all debris off base. (2) Design and install a irrigation system approx 40,00 sq ft. (3) Install approx 2,600 sq ft. of exposed aggregate concrete sidewalks 4" thick with (4) Brick accents 8" wide, brick to be laid 4" x 8". The brick accents in the concrete shall be approx 210 lf. As shown on drawings, brick shall match existing brick accents. (5) Install five (5) brick monuments, brick shall be the same as the accents, one monument shall be 6' x 3.5' x 3' and four (4) brickmonuments 3' x 3' x 3'. (6) Furnish five (5) high polished bronze plaques. One (1) shall be 3' x 5' with approx 2,500 letters and install one the 6' x 3.5' x 3' brick monuments. Four (4) plaques shall be 2' x 2' with no more than 1,200 letters on each plaques and shall be installed on the 3'x 3' x3' brick monuments. (7) Furnish ten (10) wooden benches 5 ft in length. (8) Provide and install topsoil approx 200 cy and 200 cy of mulch. Screened topsoil shall be spread and used for planting of trees and for planting beds. Mulch shall be installed in all beds 3-4 inches thick and install around planted trees. (9) Provide 4" x 3/16" variable length bendable brown steel edging installed 1/3 buried and 2/3 exposed. (10) Install the following plants: 72 (1-gallon) Berberis thungergii aurea' (golden barberry) 2-3' high 2-3' wide, 21 (1-gallon) berberis thungergii atropupurea nana' (crimson pygmy) 2' high 2' wide, 4 (15 gallon container or b&b equivalent) cercis canadensis (redbud) 20' high 20' wide, 160 (1-gallon)hermerocallis species (mixed color daylilies) 18" high 1' wide, 11 (5-gallon) ilex cornuta rotunda' (dwarf chinese holly) 2-3' high 2-3' wide, 38 (15-gallon container or b&b equivalent) malus species indian magic flowering crabapple' (indian magic flowering crabapple) 18' high 18' wide, 68 (5-gallon) potentilla fruiticoas goldfinger' (goldfinger chinquefoil) 2-3' high 2-3' wide 12 (15-gallon container or b&b equivalent) prunus cerasifera atropurpurea' (purpleleaf plum) 15' high 15' wide, 4 (15-gallon container or b&b equivalent) purnus serrulata kwanzan' (kwanzan flowering cherry) 20' high 20' wide. DRAWING: The Medal of Honor Memorial Plaza drawing is available and will be provided if requested. There is no need for environmental assessment on the project. The contractor shall secure base passes for employees prior to starting of work. The contractor shall conform to base regulation and directive pertaining to security. Normal work hours are as follows: 7:30 a.m. to 4:00 p.m. The contractor is not allowed to work the following days: New Years Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran's Day, Thanksgiving Day and Christmas Day, The government shall furnish water necessary to perform all items of the contract. The contractor shall hook-up the irrigation system to the existing water line. Inspections: The QAE shall inspect the planting of trees and shrubs, concrete work, irrigation system, monuments and memorial plaques. All areas not planted with trees or shrubs, concrete areas, shall be seeded. The contractor shall have a one year warranty on plants and shrubs. A site visit has been scheduled for 19 Sept at 9:00 a.m. This installation has controlled access; therefore, those wishing access must submit the names and social security number of attendees (on company letterhead) to this office by 18 Sept 97. The following provisions apply to this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.232-18, Availability funds and all other applicable clauses will be incorporated into Purchase Order.
