X -- RENTAL OF AUDIO RECORDING, MIXING, AND DUBBING FACILITY SOL IA-0101-S7234758 POC Technical Point of Contact: William Culley (202) 401-8212; Contracting Officer: Barbara Sesky (202) 205-5414 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER IA-0101-S7234758 IS ISSUED AS A REQUEST FOR PROPOSALS (RFPs), AND A CONTRACT WILL BE AWARDED USING THE CONTRACTING BY NEGOTIATION PROCEDURES. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-46. The Standard Industrial Classification is 7819. The U. S. Information Agency, Office of Contracts, on behalf of the International Broadcasting Bureau (IBB), is seeking proposals, subject to availability of funds, for the rental of a Washington, DC area facility that will accommodate the recording, mixing, and dubbing onto Betacam SP videotape of foreign language audio. This facility must be madeavailable to the IBB's WORLDNET Service for a minimum of four (4) hours each business day from 7:30 a.m. to 11:30 a.m. starting on or about October 15, 1997 with approximately 120 hours of programming (30 programs) anticipated each month. The anticipated term of this contract is from October 15, 1997 and continuing on a month-to-month basis as required, subject to availability of funds. The Agency plans to award an indefinite quantity-type contract with a minimum of one month guaranteed. The exact term is unknown at this time, pending the completion of the Agency's government-owned audio recording facility. PERSONNEL AND TECHNICAL REQUIREMENTS: Contractor shall provide the following: 1. A facility located near public transportation that is both reliable and reasonably priced, to enable producers and language talent to move quickly between the facility and downtown Washington, DC offices. The facility must be available for immediate inspection and use. 2. An audio technician to assist the Agency's producer inthe recording, mixing, and dubbing of programs. 3. A recording booth that will accommodate five (5) voice talent. Each talent shall have his or her own microphone and headphone. At least one (1) video monitor shall be available in the booth. 4. The facility shall have the capability to allow all the voice talent to hear English language return as the foreign language is recorded, and the foreign language return when edits are made. 5. A multi-track recording system that will allow for the recording of new audio on one (1) track and pick-ups, etc. on additional tracks. PRE AND POST PRODUCTION REQUIREMENTS: 1. Set-up shall be done prior to agreed upon start time of the recording session as well as loading of audio into a digital recording device, or dubbing onto a work tape. The Agency will supply pre-production materials in advance of production date. 2. Upon completion of recording, the foreign audio shall be mixed with another audio source selected by the Agency's producer. 3. Upon completion of the mix, the new audio mix shall be dubbed onto two (2) Betacam SP videotapes. 4. A back-up unmixed copy of the foreign language audio shall be made and provided to the Agency's producer. The provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items and FAR Provision 52.212-2, Evaluation of Commercial Items are applicable to this acquisition. The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, including subparagraphs (b)(3, 6, 7, 8, and 9); 52.232-18, Availability of Funds; and 52.237-3, Continuity of Services. The Government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government, based on price, past performance, and facility accommodations. NOTE: Offerors responding to this solicitation shall submit the following items to the contracting office: 1. Detailed information, including past performance, on ability to meet ALL Items of the Personnel and Technical Requirements and ALL Items of the Pre and Post Production Requirements. 2. Price for a suitably equipped recording facility for four (4) hours each business day. 3. Price for eight (8) hours per day on an ad hoc basis. 4. Hourly rate for using the facility should the Agency require either ad hoc services on a given day, or extension of a session beyond four (4) or eight (8) hours. 5. Hourly cost for dubbing, if it is different from the normal hourly rate mentioned above. 6. A completed copy of the provision at FAR 52.212-3, Offer Representatives and Certifications -- Commercial Items. Proposals must also include prompt payment terms and correct remittance address if different from mailing address. Failure to provide any of the above items may result in the rejection of your proposal. A company not in possession of the above referenced clauses in full text, may contact the contracting office for a copy of the clauses which will be faxed to you. Proposals shall be in writing and must be signed by an official authorized to bind your organization. Oral or faxed proposals will not be accepted. Written proposals are due at the U. S. Information Agency, Office of Contracts, Room M-22, 301 Fourth Street, SW, Washington, DC 20547 on October 2, 1997 at 11:00 A.M., Eastern Time.
