(212)326-4000 The U.S.P.S. is seeking building contractors wishing to
be considered for Prequalification for a fixed price construction
contract for the renovation of the Church Street Station building
located at 90 Church Street New York, NY, 10007. Construction will be
accomplished in separate Phases, this solicitation is for Phase 3 work
only. Phase 3 will be for the core & shell renovation of floors 6
through 12 approximately 328,535 sq. ft. at an estimated construction
cost of $13,500,000 to $15,000,000. The USPS intends to issue a Request
for Proposals (RFP) for Phase 3. The construction services for this
project include but are not limited to: selective demolition,
renovation and construction of new mechanical rooms, electrical
installation, fire protection and life safety, new core toilet rooms,
upgrade of toilet rooms plumbing, vertical transportation upgrades and
related structural work. Construction is to be completed within a 12
month period. The successful offeror will be expected to coordinate
itswork with other contractors that will be working in the building
during the renovation. Only the most highly qualified contractors will
be considered for contract award. To meet the minimum requirements of
this solicitation, the contractor must be financially capable, be in
business a minimum of seven (7) years and, have completed three (3)
comparable projects in the last five (5) years. A comparable project is
defined as: Renovation and installation of new base building systems in
an occupied office building with a minimum of 300,000 square feet of
tenant space and a contract cost of $10,000,000 or more. The
contractor's Qualification Statement will be evaluated in accordance to
the following criteria listed in order of importance: Experience,
Management Plan, Past Performance, Organization, Accounting System and
Backlog. Additionally, favorable consideration will be given to
contractors that can demonstrate successful experience in: renovations
of occupied buildings, phased construction, coordinating workwith
other contractors and building in New York, NY. The USPS will select
the offeror that provides the Best Value to the Postal Service, taking
into consideration technical and cost related factors. Primary
consideration will be given to superior technical or management
features of the proposal rather than the lowest overall cost. The
Contracting Officer may require firms in the competitive range to give
an oral presentation to outline their capabilities prior to final
selection. Contractors wishing to obtain a request for proposal should

9:00 a.m. Attendance by all bidders is mandatory. Submission of the
completed Qualification Statement is due by October 31, 1997 to Boston
Properties, 599 Lexington Avenue, Suite 3700, New York, NY 10022.
RFP's will not be returned to contractors after evaluation. Award of
this contract is subject to the approval of the U.S. Postal Service
