Protection Agency's Office of Mobile Sources (OMS) is seeking to obtain
two Direct-Current (DC) dynamometers and two solid state
controllers/drivers with speed and torque mode operation. The two
dynamometers are needed for testing engines that are 1.5 liter
displacement and smaller. The motoring and absorbing capacity of the
two dynamometers shall provide the following nominal load/speed
capabilities: (1) Dynamometer #1: 250 volt @ 110 amps, rated 40 HP
absorbing, 30 HP driving @ 1000/4000 RPM, including new blower motors,
drive hub, check arms and torque arm linkage, 60 tooth wheel assembly,
stator lock (manual), trunnion mounted on a base measuring 50X50X6"
with a shaft centerline of 22 inches, 250 volt field excitation; and
(2) Dynamometer #2: 250 volt @ 275 amps, rated 100 HP as an absorber,
75 HP as a motor, 1500/4500 RPM, 250 volt field excitation with new
blower motors, stator lock, 60 tooth gear assembly, check arms, torque
arm linkage, trunnion bearing rotators, trunnionmounted on a base
measuring 52X50X6" with a shaft centerline of 22 inches. Remanufactured
dynamometers that meet the above specifications will also be
considered. The two complete dynamometer solid state
controllers/drivers shall be sized, designed, and manufactured
specifically for the two dynamometers. The two controllers/drivers
shall include 1 Nema 1 enclosure completely wired and tested, 1 Control
Techniques Quantum III 4 Quadrant Digital SCR Drive, 1 Disconnect with
flange mounted handle, 2 door mounted meters armature volts/amps, 2
operator control panel with illuminated control functions (dynamometer
start/stop, E stop, torque/speed selector, speed & torque precision
dial indicator 10 turn potentiometers, dynamometer digital speed &
torque displays, auxilliary motor start/stop and drive fault
indicator). Installation and startup for the dynamometers and
controllers is required. EPA shall provide in the test cell all the
power feeds based on the specifications of the dynamometers. EPA shall
also provide load cell, encoder and isolation transfer before system
delivery. Issue date for the solicitation document will be
approximately October 1, 1997. This is a small business set-aside. The
