The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Harris Corporation for development, design, fabrication, acceptance, and testing of Pre-Configured Interface Payloads. Harris is the only source that has mechanical, electrical, and software personnel and expertise, with the unique capability, to continue the identical mechanical, electrical and software development of these flight units required by the Naval Research Laboratory. Harris has been responsible for the successful development of the Radiation Hardened RH 3000 RISC Processor to be used in the software interfaces and therefore possesses the unique expertise for this effort. Required delivery of the first item to be delivered is 9 March 1999. Responses to this notice of intent to negotiate with Harris Corporation should be submitted no later than 45 days from date of synopsis. Submitted responses shall include but are not restricted to the following: Previous experience in the development of the Radiation Hardened RH 3000 RISC Processor, company and personnel qualifications.
