The National Highway Traffic Safety Administration (NHTSA) is soliciting proposals to support the teleprocessing needs of the National Driver Register (NDR) program. The NDR serves as a national clearinghouse for problem driver reporting. States provide the NDR with problem driver information and then access the system when drivers apply for licenses or renew them. In support of its functions, NDR requires a timesharing vendor offering an IBM- compatible mainframe service capable of connecting to State hosts via AAMVAnet, the network of the American Association of Motor Vehicle Administrators, and through the Federal Government's FTS- 2000 network. A mandatory requirement is that the offeror must have operated and used the CICS 4.1.0 software for a minimum of one year at proposal submission deadline date. The contractor is to obtain the necessary qualified personnel, materials, facilities, equipment and services to support the NDR teleprocessing requirements. Evaluation of offers will be done in multiple stages: technical responsiveness (mandatory requirements and migration plans); corporate capability (client satisfaction, experience, personnel, disaster recovery); system and software benchmarking; and system life cycle costs. The Government contemplates awarding an firm fixed price type contract for the Fiscal Year periods 1999 through 2003. The resulting contract will be one year with options for the Government to extend four (4) additional one-year periods. Award will be made to a single offeror whose proposal is technically acceptable and offers the best value to the Government. There is an incumbent contractor who is not prohibited from competing under this solicitation. All responsible sources may submit an offer which shall be considered.
