of FAR 6.302-1, the National Park Service (NPS) intends to enter into
a non-competitive contract to procure maintenance service,
Commercial-Off-The-Shelf (COTS) desk top and group videoconference
systems; PBX implementation and associated peripheral equipment and
specialized professional services. This acquisition is in keeping with
Reinventing Government Initiatives and is in compliance with OMB
Circular No. A-76, Section 5, para c that states the Federal Government
shall rely on commericially available sources to provide commercially
available products and services. The statutory authority permitting
other that full an open competition is 41 USC 2304(d)(1)(b), only one
responsible source. Use of this authority is cited because RMES
Communications is currently the only company providing COTS products,
PBX and videoconferencing integrated systems, services and maintenance
that meets all the NPS requirements. The NPS intends to enter into
negotiations with RMES Communications on a non-competitive basis within
30 days after the publication of this notice. However, all information
received by this agency shall be considered. A determination not to
open the requirement to competition based on responses received to this
notice is solely within the discretion of the agency. This synopsis may
