Systems Command intends to issue a provisioning order under the
existing LRIP contract N00019-96-C-0054 to provide for the design,
fabrication and implementation of a conversion spindle to be used in
the production of the V-22 aircraft. It is anticipated that the
implementation and utilization of this tool will improve manufacturing
repeatablity and quality resulting from the elimination of marcels,
scrap rate reductions, and improved overall conversion spindle quality
due to the design, development and utilization of a fiber-placement
manufacturing approach and a two piece bond tool. The V-22 is currently
under low-rate-initial production (LRIP) with Bell-Boeing under
contract N00019-96-C-0054. Only Bell-Boeing has data and expertise to
perform this design, fabrication and implementation effort. It is
anticipated that award of this order will occur in April 1998. Note No:
