Department is seeking a contractor to provide monitoring duties for the
Federal Manufactured Housing program.The Contractor will be responsible
for monitoring the construction of manufactured homes nationwide and to
review related design drawings annually. The Contractor will also
assist the Department in providing consumer protection services in
States not participating in the program. To administer the Manufactured
Home Construction and Safety Standards Program, the Department is
supported by agreements with 36 State Administrative Agencies (SAA)
that handles consumer complaints and identify necessary corrective
actions. As one of the principal tasks under this procurement, the
contractor will be required to assist these States individually and
collectively, to facilitate training, workshops, and administrative
activities related to these functions. Two other principal tasks to be
performed under the resultant contract relate to the activities of the
Production Inspection Primary Inspection Agencies (IPIAs) and the
Design Approval Primary Inspection Agencies (DAPIAs). The Contractor
shall assure that the: IPIAs are carrying out the required number of
inspections and all other functions specified in the Manufactured Home
Procedural and Enforcement Regulations; and,that the DAPIAs are
approving manufactured home designs and quality in compliance with
federal standards. The performance period of this procurement is
anticipated to be three years with a 1 year base period and two
additional 1 year option periods. The solicitation is expected to be
