R -- JOINT EXCHANGE DUE DILIGENCE STUDY SOL N00140-98-R-TBD DUE 010998 POC Point of Contact -- John Striano, Contract Negotiator (215) 697-9603 The Fleet Industrial Supply Center Detachment Philadelphia intends to procure on a full and open competitive basis a Joint Exchange Due Diligence study on the Department of Defense (DOD) military exchanges. The primary objective of the requirement is to determine the most efficient and cost effective way to organize and operate the Services' exchanges in order to meet Service unique needs, maintain good customer service, ensure competitive pricing and continue support for Morale Welfare and Recreation (MWR). The military exchanges consist of multiple businesses ranging from discount department stores, convenience stores, motion picture theaters, temporary lodging, fast food, gasoline and auto repair centers, and military clothing sales, to name a few. The contractor shall conduct an operational and financial analysis/study employing a "due diligence-type" methodology that will include, as a minimum, the following: (1) an evaluation of each functional area of exchange operations, (2) a cost/risk/benefitassessment associated with the recommendation(s), (3) a return on investment analysis, and (4) an implementation plan with a time line. It is intended to award a Cost Plus Fixed Fee type contract for this study. FISC Norfolk Det Philadelphia will be conducting a pre-solicitation conference in Philadelphia, PA on 15 October 1997 at 9:00 AM EST.
