and Industrial Supply Center Norfolk Detachment Washington intends to
negotiate a two party contract with Troy Systems, 3701 Pender Drive,
Fairfax, VA 22030. The requirement is for the Naval Inventory Control
Point (NAVICP), Philadelphia, PA for support of the Iran Reconciliation
and NAVICP Security Assistance Programs. The services are needed for
the reconciliation and closure of remaining Iran Foreign Military
Sales' cases and contracts; diversion/disposal of remaining Iran
material; reconciliation of MISIL (Management Information System for
International Logistics) with other systems; maintenance of the
existing IRIS (Iran Reconciliation Information System) system; and
technical assistance in the conversion of NSADS (Navy Security
Assistance Data System) to the DSAMS (Defense Security Assistance
Management System). Knowledge of the preceding systems is required.
Requirements also include knowledge of the evidentiary requirements for
the Iran-U.S. Claims Tribunal in The Hague, Netherlands. Knowledge of
previous Iran-U.S. cases is needed for follow-up analyses and
subsequent evidentiary requirements. The period of performance will be
from date of award through 31 October 1998. There will be two options
for a total of three years. The SIC Code is 7379. The proposed
contract action is for services which the Government intends to solicit
and negotiate with only one source under authority of FAR 6.302. This
notice of intent is not a request for competitive proposals. A
determination by the government not to compete this proposed contract
based on responses to this notice is solely within the discretion of
the government. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
