COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 19,1997 PSA#1934NAVFAC INDUSTRY FORUM ON FACILITIES MANAGEMENT -- VENDOR PARTICIPATION
SOLICITATION The Naval Facilities Engineering Command (NAVFAC), Public
Works Field Support Division (PWFSD) San Diego, is seeking interested
Industry Representatives to participate in an Industry Forum to be held
at San Diego, CA, on 13 & 14 November 1997. The PWFSD seeks industry
recommendations, industry standards, commercial practices, and
suggestions for bundling of commodities for possible outsourcing of
Facilities Management for certain Naval Activities in the continental
U.S. under the Commercial Activities circular A-76. These services are
currently provided by the individual Navy Public Works Center (PWC) at
each locality. The Forum is currently scheduled to provide several
briefings. The briefing topics are subject to change without notice.
The proposed topics are: 1. Commercial Activities (CA) Outsourcing
Overview (A-76) 2. Outcome based Contracting methodology. 3. PWC
Commodity definitions 4. ABC costing as defined and executed. 5.
Contracting Vehicles Available to the Navy for this type of
procurement. The Forum will also provide the opportunity for industry
representatives to interact with government representatives about how
they think the government can best package the work for solicitation to
achieve maximum savings and value for the Navy. Time will be spent
between small groups and plenary sessions. Industry Forum attendance
will be limited to about 20 industry representatives. Attendance will
not be considered as a factor when awarding subsequent contracts.
Attendance will be determined in accordance with criteria designed to
best meet the NAVFAC/PWFSD desire to get a cross section of industry
representatives. Travel, lodging and expenses are the responsibility of
the industry representatives and will not be paid by the Navy nor the
NAVFAC/PWFSD. Interested industry representatives should request the
information form as soon as possible and return it not later than 30
