The purpose of this requirement is to obtain the services and facilities to receive, store and ship one grade of Government-owned petroleum product (JP8)in the Mediterranean Sea. Area of Consideration: The Mediterranean Sea (excluding the Adriatic Sea) defined as an area expanding from the west coast of Italy, south to North Africa, east to Cario, Egypt and north to (including Athens, Greece) Instanbul, Turkey. Tankage Required: approximately 166,852 cubic meters (m3)(1,050,000 barrels) shell capacity is required. Grade of product: Turbine fuel aviation, grade JP8. Physical system requirements: Storage and handling facilities capable of receiving, storing, protecting and shipping one (1) grade of US Government-owned product. A dedicated system is preferred; however, a common isolated system will be considered, provide the offeror(s) submit the data required by Clause L116.01, Data Required to be Submitted. Estimated Throughput: Storage is intended to be primarily static; however, throughput will be unlimited and at no cost to the US Government.(Throughput is computed as follows: receipts plus issues, divided by two.) Receiving Capability: Pipeline receipt capability is preferred. However, receipt capability via ocean-going tankers and barges is required on a 24 hour per day, 7 days per week schedule at rates compatible with the mode of transportation tendered, normally 1,272 m3(8,000 bbls) per hour for tankers and 318 m3(2,000 bbls) per hour for barges. Lesser receiving rates will be considered but will be factored in cost assessments when evaluating offers. Consideration will be given to the pipeline receipt capability. Shipping Capability: 1) via ocean-going tankers and barges on a 24 hour per day, 7 day per week schedule. The Contractor's pumps used for delivering fuel to tankers and barges shall have a performance capability to deliver product at pressures which are compatible with tankers and barges receiving rates, normally 1,272 m3(8,000 bbls)per hour for tankers and 318 m3(2,000 bbls) per hour forbarges. Lesser pumping rates will be considered but will be factored in cost assessments when evaluating offers. Consideration will be given to unrestricted access to product. 2) Via tank truck on a 5-day workweek schedule (local holidays excluded), normally between the hours of 0800 and 1700. Hours worked in excess of the stated ones will be on an overtime basis and treated in accordance with Clause L82, Wage Determination. (0259)
