MARILYN AIRD (612) 290-5417 (Site Code DACW37) The U.S. Army Corps of
Engineers intends to award a firm, fixed price construction contract
for Modifications to the Ramsey County Rural Sewer System near Devils
Lake, North Dakota. The Government intends to award this contract on an
accelerated schedule under the authority of 10 U.S.C. 2304(c)(2) as
implemented by FAR 6.302-2, Unusual and Compelling Urgency. Request for
Proposals will be issued to interested firms approximately 23 September
1997. Proposals will be due approximately 7 calendar days after
issuance. Work is required on an urgent basis to maintain the existing
sewer system above a lake elevation of 1450. The rising lake levels
are currently inundating the areas surrounding Devils Lake, with
portions of the sewer system already lost to the rising water and large
portions of the existing system below the present lake level. It is
critical that this work be completed immediately as the existing
gravity lines were not designed for submersion and have a potential to
float due to the rising lake levels. Failure of the system could
result in release of sewage and contamination to the surrounding lake
area. There are 3 primary areas for the proposed sewer modifications
including the west side of Creel Bay, Lakewood Beach, and Acorn Ridge,
and as well as several secondary locations for the modifications. The
work in the 3 primary areas consists of relocation, replacement, or
new installation of approximately 14,000 ln. ft. of forcemain and 4,000
ln. ft. of gravity line; modifications to 6 manholes; 9 sewer service
reconnections; modifications to an existing lift station in the West
Creel Bay area and replacement of lift station No. 15- 57 in the Acorn
Ridge area; and clearing trees and seeding approximately 7 acres.
Flood proofing in various areas shall include capping approximately 50
cleanouts, raising and waterproofing approximately 26 manholes, making
approximately 30 service reconnects, and raising 9 existing lift
stations. The work is required to be substantially complete by 30
November 1997. This procurement will be issued unrestricted under the
Small Business Competitiveness Demonstration Program (Public Law
100-656). SIC Code is 1629 (For informational purposes only, the small
business size standard is $17 million.) Estimated magnitude of
construction in terms of physical characteristics and estimated price
range is between $500,000 and $1,000,000. Interested firms may request
