requesting quotations from Offerors for the purchase of at least
quantity four sport utility vehicles with four doors and rear tailgate
and four wheel drive 4X4. 2.5L 4 cyl turbo diesel 115 HP 5 speed
manual transmission, p/s and p/b air conditioning H.D off road
suspension with FR & RR stabilizer bars & Fr & RR reinforced shock
absorbers. H.D. alternator & battery H.D. Radiator, center console,
driver's side air bag and passenger's side air bag dual reclining
bucket seats rear folding bench seat with cloth supholstery Color of 4
vehicles should be different dark colors -- not all the same. The INL
Bureau is also requesting quotations from Offerors for the purchase of
at least one, 4WD,4X4 crew cab pickup truck with a diesel engine. Style
cab must be 4 doors. Engine, 8 cyclinders, manual 5 speed transmission,
seating a minimum of 6 passengers with air conditioning p/s and p/b.
Diesel engine turbo charged. Vehicle should have driver and passenger
side air bags and radios. Cloth seats and a dark outside color. Load
bed size,min M(FT) 2.4(8). H.D. step type rear bumper. H.D. front and
rear bumper cabin roll guard h.d. diesel battery h.d. suspension full
width recl bench seat front and rear preferred. The Government will
make an award to the responsible Offeror(s) whose offer conforms to the
solicitation contained herein and is most advantageous to the
Government (i.e., that which represents the best value to the
Government), cost or price and other factors including time period
required for delivery to US Despatch Agency, Miami, FL, considered. The
combined relative merit of the technical evaluation factors listed
above will be more significant than cost or price in the selection of
the contractor. While the cost or price factor has no no numerical
weight, it is a criterion in the overall evaluation of proposals.
Furthermore, the proposed cost or price must be considered reasonable
and must reflect the proposed technical requirements for the vehicles.
The Government may award a contract to other than the lowest priced
offer. In the event that two or more offers are considered technically
equivalent, the evaluated cost or price and delivery time will be of
primary importance in determining the proposal most advantageous to the
Government. Delivery period must be no greater than 90 days unless the
vehicles must be purchased from the manufac- turer's assembly line. In
that case, the factory production schedule would be taken into
consideration and perhaps an extended time period for delivery would be
