This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. Solicitation F44600-97-QP001 is issued as a Request for Quote. Quotes are requested and a written RFQ will not be issued. The solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 90-46 and Defense Acquisition Circular 91-11. It is the contractors responsibility to be familiar with all applicable clauses and provisions. This acquisition is unrestricted. The Standard Industrialization Code (SIC) applicable to this solicitation is 5075 and the size standard is 100 employees. The 1st Contracting Squadron has a requirement for the following Trane Equipment (Brand Name is required): (1) Unit use air handle type D/X Size 10 Ton Style 460V-3PH Trane Model No. MCC6BV.D.T. Climate Changer Air Handling unit with the following accessories: Base Rail under all modules, filter box with 2" 30% efficiency filters, D/X cooling coil to match; (2) Unit use air conditioner. Type D/X Size 40 ton, style 200/60/3PH Trane Model No. RAUCC40ECA03DF2(SP) Nominal 40-ton dual circuit air-cooled condensing unit. Accessories include: suction service valve pressure gauges, constant volume control system, for more U.L./C.S.A approval, rubber in-shear isolators, and power supply monitor factor installed. Voltage is 200/60 HZ/3 phase. Capacity steps: 100%-75%-50%-25%; (3) Unit use Air conditioner Type packaged size 40 ton style chiller Trane Model No. CGAFC40EAAA1ETW(SP) Nominal 40-ton packaged air-cooled chiller. Accessories include: Flow switch, U.L./C.S.A. approval, rubber in-shear isolators, low ambient control damper for operation to 0 degrees F, and power supply monitor factory installed, Voltage: 200/60HZ/3 phase capacity. Steps: 100%, 75%, 50%, 25%; (4) Unit use Air conditioner, type packaged size 20-ton style chiller, Trane model CGAFC20EAAA1ETW(SP), Nominal 20-ton packaged air cooled chiller. Accessories: rubber in-shear isolators, low ambient control dampers for operation to 0 degrees F, flow switch. U.L./C.S.A approval, control power transformer, power supply monitor. Volts 200/230/60/3 phase, unit MCA=98 amps, max. fuse size 125 amps, recommend fuse size 110 amps, unit has 2" NPT supply and return connections, unit capacity 17.6 tons at 45 degree F. LWT and 95 degrees F. ambient, capacity steps 100%-50%; (5) Unit use Air conditioner, type packaged size 50-ton style chiller, Trane model CGAFC50EAAA1ET(SP), Nominal 50-ton packaged air cooled chiller. Accessories: Control power transformer, flow switch, U.L./C.S.A approval, power supply monitor(factory installed). Volts 200/60/3 phase, unit MCA=224 amps, max. fuse size 250 amps, recommend dual element fuse size 250 amps. Capacity steps: 100%-80%-60%-30%, tonnage: 43.1 tons at 45 degrees F. LWT & 95 degrees F. ambient, minimum EER is 9.8, unit has 3" NPS inlet and outlet connections on evaporator, Note: A separate 115 volt/15 amp circuit must be supplied for evaporator heat tape; (6) Unit use air conditioner. Type package size 25 ton style chiller Trane Model # CGAFC25EAAA1ETW(SP) nominal 25-ton package air cooled chiller. Accessories include flow switch, U.L./C.S.A. approval, rubber in-shear isolators, low ambient control damper for operation to 0 degrees F, and power supply monitor factory installed. Voltage is 200/60/3. Capacity steps are 100%, 60%, 40%; (7) Unit use air conditioner type package size 25 ton style DX Trane stock # DTPR3003AC. 25-ton package air conditioner unit. Voltage is 208/230/60/3. Accessories include manual outside air damper (DTPR529DMPR), remote bulb temperature sensor (DTPR516SENS) and temperature sensor (DTPR506SENS); and (8) Unit use air conditioner type packaged size 25 ton style chiller Trane Model No. CGAFC25EAAA1ETW(SP) nominal 25-ton packaged air cooled chiller. Accessories include flow switch, U.L./C.S.A approval and power supply monitor factory installed.Voltage is 460/60/3 phase. Capacity steps: 100%-60%-40%. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the government's rights with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract will take precedence over the warranty. Warranty period shall start upon acceptance of the items listed in the schedule. Standard operating and maintenance manuals are required to be provided for all 8 units. The offeror shall furnish as part of its offer all descriptive literature and technical data sheets necessary for the procuring agency to determine the technical acceptability of the products offered. The offer shall as part of the proposal state the delivery time for each unit. Delivery is FOB Langley AFB. Contact this office for exact location at Langley AFB prior to delivery of the units. Offerors must submit three references for previous projects showing successful work and related experience. Solicitation provision at FAR 52.212-2, Evaluation Commercial Items (OCT 1995) is hereby incorporated by reference. The following factors shall be used to evaluate offers: technical capability including conformance to Brand Name requirement, price, delivery schedule, and past performance. The government reserves the right to make the award on the basis of the initial offers received without discussions. Clause 52.212-4, Contract Terms and Conditions Commercial Items (MAY 1997), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 1996), is hereby incorporated by reference. The following paragraphs apply to this solicitation and any resultant contract 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222.35, 52.222-36, 52.222-37, and 52.247-64. Award will be made to the lowest priced, technically acceptable, responsible, responsive offeror who demonstrates compliance with the requirements of this solicitation and all referenced clauses.
