Bednar, Contracting Officer, (717) 895-6369, Joe Santillo, Contract Negotiator (717) 895-7517 This provides notice that Tobyhanna Army Depot intends to negotiate on a sole source basis with Eclypse International Corp, 2042 S. Grove Ave., Ontario, CA, for the acquisition of test set (ESATS) P/N SAC-512, NSN 6625-01-382-8911. Included in this action is the interface hardware necessary to provide a turn-key system to troubleshoot and repair the AFCS control panel, P/N 7092-21000-044 and Caution Advisory Panel P/N 70550-2190-1XX. The ESATS accommodates and utilizes existing Government software and provides the following performance: 16 bit color capability with visual representation of schematics in .PCX format; the test set is two-man portable and operated by one technician; has full capabilities for functionally testing and and component-level troubleshooting for Stabilator Amplifier P/N 70902-02001-48 for the UH-60L; has through-put average mean test times of 15 minutes for the Caution Advisory Panel and 18 minutes for the AFCS panel (ref NAVAIR Pub. NAVAIR 16-30AE24T218-1); and capability for analysis of true oscilloscope waveforms. The ESATS is COTS equipment and, as such is fully supportable. The Government is unaware of any source other than Eclypse, the only listed source for the NSN, which provides a test set with such capabilities and performance; nor of an available source which can provide a test set utilizing the Government software as is, avoiding the imposition of extensive logistics cost. The test set is required within 90 days of award. Solicitation will be under FAR Parts 12 and 13 procedures. Firms believing that they can provide the required item should contact the Contracts Negotiator, Joe Santillo, and be prepared to provide evidence of being able to provide an item meeting the required performance and other criteria as stated.
