INTENT The Internal Revenue Service (IRS) released a draft Request For
Proposal (RFP) for Electronic Tax administration (ETA) for comment on
September 15, 1997. The objectives of this RFP are twofold. First, the
IRS plans to increase transmission volumes greatly beginning calendar
year 1999 using the existing systems. Second, the IRS plans to promote
and sustain increases in volumes further into the future through
enhancements to electronic filing and related applications. For the
purpose of this draft RFP, the Government will focus on the electronic
filing of individual tax returns (1040 series), including related
transactions, payments, correspondence, powers of attorney, and request
for transcripts. Additional ETA programs (i.e., business and
information returns) may be addressed in future acquisitions. APPROACH
(Subject to Comment) This draft RFP includes three proposal
approaches: Contracts for volume increases using current systems;
Agreements for increased volumes using current systems; and Contracts
for system enhancements/modifications. Offerors may propose on any or
all of the approaches. The contracts/agreements may be awarded to one
or more ETA partners. The IRS seeks partnerships that will result in
the maximum return for its investment. HOW TO OBTAIN A COPY OF THE
