is a combined synopsis/solicitation for commercial items prepared in
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. The standard industrial classification code is 3826.
This procurement is not set-aside for small business. Contract line
item number(s) and items, quantities and units of measure are: 0001:
X-ray Fluorescence Analyzer, one each; 0002: Training, six persons;
0003: Warranty Period, forty-five months; 0004: Maintenance (routine),
fifteen months; and 0005: Transportation, lump sum amount. TECHNICAL
REQUIRMENTS: The instrument must: detect lead and several other RCRA
metals (arsenic, cadmium, chromium, mercury, nickel, selenium,
thallium); detect lead in paint through a minimum 10 mil. thickness
layer of paint; operate in 40 to 90 degree Fahrenheit temperatures; be
capable of being transported on commercial planes without exterior
labeling; require only registration as per Alaska state regulations;
have an electronic means for recording location of sampling (not pen
and paper); be capable of being operated without site-specific
calibration; store a minimum of 75 readings in memory; have a
computer/modem hook-up to transfer data. In Situ Use: The instrument
must be capable of in situ use, and take measurements without removing
the sample from its natural setting. Insitu use is defined as battery
life at least 7 hours. The weight of the entire unit (instrument,
battery, etc...) and accessories shall not exceed 20 pounds.
Instruments with lower weights are preferred. Resolution of Instrument:
The instrument must have resolution capabilities that allow it to give
precise readings for compounds or matrices that are affected when
L-linesoverlap K-lines. Proportional counter detectors shall not be
considered. Ease and Cost of Source Maintenance: Frequency that the
instrument must be sent back to the >manufacturer for source
replacement must be no more than once every 15 >months. The instrument
must have a 40 mCi Cadmium 109 source. Safe To Use: Source must be
safe for use by personnel. Cobalt source instruments shall not be
considered. Ease of Cooling System Operation: The system must cool the
detector with no liquid nitrogen handling involved. Training: Video or
on-site training is acceptable. Training must be offered within 21 days
of delivery of all equipment. Offerors shall submit product literature,
technical features, warranty provisions, and other information for
evaluation. Delivery is requested no later than 90 days after contract
award. Delivery and acceptance is f.o.b. destination: Commanding
Officer, Civil Engineering Unit, 709 W. 9thSt., Rm. 817, P. O. Box
21747, Juneau, Alaska 99802-1747. Award will be made to the offeror
whoseoffer is considered to be the best value to the Government based
on the item(s) technical capability to meet the stated needs of the
government with consideration to technical/cost and price tradeoffs and
past performance, consistent with FAR 13.106-2(b). Offerors are
required to complete a copy of the provision at 52.212-3 Offeror
Representations and Certifications -- Commercial Items (JAN 1997) with
its offer. The provisions at 52.212-1 Instructions to Offerors --
Commercial (OCT 1995) and 52.212-4 Contract Terms and Conditions --
Commercial Items (AUG 1996) apply to this acquisition, and incorporated
by reference. The clause 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
(AUG 1996) applies to this acquisition with the FAR clauses

for consideration. This Notice is for informational purposes for
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
