for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. (ii) The solicitation number is F11623-97-T4258 and is being
issued as a Request for Quotation (RFQ). (iii) This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. (iv) This solicitation is reserved as a
small business set-aside and the associated standard industrial
classification code is 7389 and the small business size standard is
7399. (v) Line items: 0001; quantity: 5; unit of measure: MO (vi)
Description: Service, Nonpersonal: The contractor is to provide all
labor, material, equipment, and transportation required to provide
birds of prey for flightline safety. Birds of Prey (BPO) includes
falcons and hawks.There shall be six (6) birds minimum, with a reserve
of a minimum of four (4) birds, available to fly in and around the
Scott AFB runway, taxi-ways, infield areas, and hangars between sunrise
and sunset, seven days per week. BOP must be flown prior to morning
mission departures and prior to evening mission arrivals, as required.
BOP must also be flown upon request by the airfield manager. The
contractor will coordinate BOP schedule daily with the airfield manager
and coordinate with the tower prior to any BOP flying activity. The
contractor is responsible for BOP transportation to and from the
airfield, as well as all necessary feeding and care. The contractor
must maintain constant communication with Scott Tower and base
operations just prior to, during, and directly after flying BOP on the
airfield. The contractor is responsible for providing the number of
flights conducted per day, approximate time of flight, types of BOP
used, and any results of actions including number and types of species
killed, and any other pertinent daya to the 375 AW Wing Safety Office
on a weekly basis. The contractor is responsible for all state and
federal permits required to operate BOP and must provide a copy of the
appropriate U.S. F & W federal permit showing permission to operate
with BOP at Scott AFB. The contractor is responsible for adequate
insurance to relieve the Air Force of any liability from lawsuits
against the contractor in conjucntion with operations at Scott AFB. The
contractor must have adequate insurance, includinga Waiver of Transfer
of Rights of Recovery Insurance Policy that will remove the USAF, all
it's agents and dependents from being held responsible by the
contractor for any lawsuits against the contractor. The 375th AW will
be named as additional insured on the contractor insurance policy.
Additionally, the contractor must maintain liability insurance of at
least $2,000,000 to protect the contractor and the 375 AW from any
lawsuits resulting from any problem with flying trained birds of prey
and anadditional $3,000,000 umbrella insurance policy to cover any
claims made above what the liability policy covers. The contractor must
provide a minimum of three qualified to operate the program and provide
full workman's compensation. The 375 AW will provide a total of two (2)
two-way radios for commumication with the tower during BOP operations
and a suitable facility for the contractor to work from close to the
airfield for rapid response. The 375 AW will provide training for all
contractor employees to include airfield procedures and orientation and
flight-line driving certification. The 375 AW will provide training in
communication and airfield management procedures required to manage
BOP effectively and safely. (vii) Performance shall be from 3 Oct 97
through 28 Feb 98. FOB is destination. (viii) FAR 52.212-1,

FAR 52.212-2, Evaluation-Commercial Items, applies and quotes will be
evaluated for fair and reasonable price, technical acceptability,
adherence to applicable clauses and provisions, and satisfactory
performance record. (x) A completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, must be
submitted with the quote. Copies will be provided upon request. (xi)
FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies.
(xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement
